Under the direction of the CEO, this position is responsible for strategic human resource leadership and planning to provide the recruitment, training and retention of the best talent available and to position DART as an Employer of Choice. The Human Resources Department provides HR services to approximately 3,800 employees. The Department has a staff of 43 employees over 5 divisions. This position also serves as the chief spokesperson for labor discussions, trustee on retirement committees and chairperson of various internal employee groups. Also serves as agency liaison to various community and civic organizations. Responsible for all Human Resources communications and presentations to Board of Directors.
Under the direction of the Assistant City Manager, this position administers the City's strategic Human Resources goals including but not limited to employee succession planning, recruitment, retention, recognition, development, compensation, and benefits. The City of Corpus Christi employs approximately 3,600 employees and the HR Department has a staff of 39 employees over 4 divisions. The Director communicates and advises Executive leadership on personnel and policy issues as required. In addition, they serve as Co-leads with Legal Counsel during labor negotiations and management activities for collective bargaining agreements (Police & Fire) Serves as the Director of the Civil Service Board and oversees the administration of the employee health benefit plans and programs. Presents agenda items to City Council as required by City Managers office on behalf of the Human Resources Department.
Responsible for all aspects of Transportation Operations including budgeting, employee relations, discipline, and the meet and confer process. Oversaw the departments of Transportation Administration, Bus Operations, Paratransit Operations and the Accessible Services Division with a total of just under 1,400 employees. VIA service area is 1,226 square miles and we operated 500 fixed route buses with just over 1,000 full time operators. We had a total of 283 paratransit vehicles (contracted and in house) which were operated with with approximately 350 paratransit operators. The bus transportation budget I managed was about $60 Million and my paratransit operations
budget was just over $27 Million.
Served as the Chief Labor Officer for meet and confer process with Union. Transitioned historically dated contracts for service to newer more efficient models of operating. Presented all agenda items on behalf of Operations to Board of Directors and advised CEO on all operational issues.
Responsible for managing all aspects of Operations to include the departments of Human Resources, Route Planning, Bus Transportation, Fleet Maintenance, ADA & Eligibility, and Paratransit Operations with a total of 320 employees. CCRTA's service area is 838 square miles and they operate 90 fixed route buses with just over 150 bus operators. All of the paratransit service is outsourced to MV Transportation with CCRTA owning the facility and vehicles. They operate 40 vans with just over 75 operators. The total amount of the budgets I managed for all of my divisions was approximately $25 million.
This position served as #2 at the agency. Led Board discussions in the absence of the CEO. Served as the Chief Labor Officer during meet and confer process with the Union. Led all major bus design improvements from planning to implementation. Restructured performance management plan in Operations and made significant re-writes to employee handbook to update language.
Responsible for Classification and Compensation for the City employees. Administered and maintained the City's Skill Based Pay System. Solely responsible for completing all major compensation surveys used by the City. Assisted with Civil Service testing and Employee Relations matters.
Responsible for Human Resources functions for the City employees including policy implementation, benefits administration and civil service testing for Police and Fire. Served as the Civil Service Director for the City of Robstown. Created the City's first ever comprehensive policy manual for employee distribution. Investigated EEO and discrimination grievances. Also responsible for writing and administering grants for the City to include grants from TDHCA, HUD, FTA and the state of Texas.

I bring a unique background of Human Resources and Operations experience in mid to large public sector agencies. During my time at DART, I assisted the agency recover from record high attrition after losing just over 10% of its workforce during the pandemic. This was accomplished through the creation of an Organization Development & Training Division that focused on People Leader training for frontline Supervisors and the implementation of a culture movement (#WeAreDART). Created HR strategy to align with new leadership after transitioning to a new CEO after 20 plus years of prior leadership. Assisted CEO with restructuring organization for operational efficiencies. Together with CEO's guidance, modernized and simplifed total rewards package for employees. I also transitioned the Department from an outdated HRIS system to Workday in 2021.
I am very comfortable presenting to Boards and Executives and have been part of the Executive Leadership team for over fifteen years now. I have grown up in Human Resources and therefore am familiar with all aspects of the field.
