Summary

I have competed for and been chosen for consistently higher levels of command and authority. The competition was incredibly stiff and involved basic written testing as well as real life scenario tests conducted by panels of subject matter experts. As a result, I managed multiple sections and hundreds of sworn and civilian personnel.


As a second career, I have worked for a number of different companies engaged in conducting security clearance investigations. This employment spanned 20 years.

Police Commander

  • I was employed as a Police Officer by the Anne Arundel Co. Police Department for over twenty-five years. The department is composed of 850 sworn personnel, and approximately 350 civilian support personnel. As a patrol officer, I worked as a uniformed officer, as an undercover vice, and narcotics detective, and as an evidence specialist/investigator within the Homicide Unit. As a sergeant, I worked as Patrol Division supervisor, as a tactical team supervisor, and as an investigator in the Internal Affairs Unit. I held the rank of lieutenant. At that level I served as a Watch Commander, as the Commander of the Evidence Management Section, and as the Commander of the Traffic Safety Section. As a watch commander, I commanded a force that varied between twenty, and 125 personnel. As the commander of the Evidence Management Section, I managed the Forensic Laboratory, the Mobile Crime Scene Units, the Property Control Section and the Quartermaster Unit. I managed a 6.75-million-dollar budget. As commander of the Traffic Safety Section, I was in charge of the fatal accident investigations for the department as well as all other specialized traffic enforcement such as the sobriety checkpoints. I served as the Acting Deputy Chief in command of the Technical Services Division from December 1998 until May 1999. In that capacity, I commanded a force of 211 full time and 150 part time personnel. The command includes the communications Section, The Youth Activities/DARE Unit, the Community Relations Section, the Animal Control Section, the Evidence Management/Laboratory Services Unit, the Chaplain’s Unit, and the Central Records Section as well as the County’s School Crossing Guards.

  • After my retirement, I served as the Safety Director for Dillon’s Bus Co., American Coach Lines. In that capacity, I had a wide variety of duties. I reviewed all accidents and served as the point of contact on all related insurance issues. I maintained all of the mandated D.O.T. & OSHA/MOSHA files and compliances. I personally conducted background checks on new employees as well as provide supervision for others performing that task. I also represented the company at all worker’s compensation and unemployment compensation hearings.

  • I served as a contract employee for the Maryland State Office of the Chief Medical Examiner. In that capacity, I conducted on scene unattended death investigations for use by the assigned pathologist. This investigation involved both forensics and basic investigative tasks related to death investigations.
