ESSENTIAL DUTIES AND RESPONSIBILITIES
· Knowledge of and ability to operate and maintain all water treatment plant equipment including dewatering equipment.
· Exercises direct authority, under the supervision of the Water Treatment Plant Assistant Manager, over designated water treatment plant personnel and advises personnel of any changes needed. Communicates pertinent information with other pertinent supervisors and subordinates.
· Under the direction of management; formulates, initiates and/or recommends new or improved practices and policies; develops plans and procedures to ensure efficient plant operation; recommends plant improvements and additions.
· Recognizes plant status and is able to troubleshoot and perform corrective actions of plant operations to ensure finished water quality meets or exceeds the standards of EPA and the Tennessee Department of Environment and Conservation.
· Knowledge of all necessary operational and laboratory work required for observation and control of the water treatment plant in order to meet State and Federal regulations.
· Supervises the performance of operational laboratory analyses for quality control.
· Ensures all process equipment is operating properly. Reports any malfunctioning or inoperable equipment to supervisor.
· Supervises specific processes within the water treatment plant as directed.
· Trains, motivates, assigns duties, and supervises designated personnel.
· Operates Supervisory Control and Data Acquisition system; views and prints related reports.
· Performs plant calculations for chemical dosages, chemical usage, flow rates, detention time, chlorine CT values, and all other calculations necessary for the operations of the water treatment plant.
· Creates, enters, and updates files on computer for preparing reports, spreadsheets, training records, historical information, personnel records, maintenance records and letters.
· Maintains records and logs for State and Federal regulatory agencies.
· Prepares and generates reports required by supervisors.
· Keeps supervisors informed on a regular basis of plant and personnel performance.
· Communicates with general public regarding water quality.
· Sometimes works with other utility departments outside the City of Clarksville.
· Will perform the duties of the Water Treatment Plant Assistant Manager in his/her absence.
· Any other duties assigned by supervisor.
OTHER DUTIES AND RESPONSIBILITIES
· May have to work after hours in emergency situations.
· Ensures that all designated personnel understand and follow plant, departmental, City and State policies.
· Performs duties of a Grade IV operator or Grade II Distribution Operator when required.
· Promotes the teamwork environment. Assists coworkers when necessary.
