Contract Specialist II manages Community Support contracts such Primary Home Care/ Family Care/ Community Attendant Services, Home Delivered Meals, Emergency Response Services, Adult Foster Care, Assisted Living /Residential Care and Day Activity and Health Services involving recruitment, procurement, development, evaluation, fiscal monitoring, services control, and other contract compliance activities. Analyze and is responsible for budget utilization to maximize usage of regional funds. Review program compliance to ensure that state and federal guidelines are followed. Provide orientation and technical assistance to providers, regional staff, and community groups concerning community support contracts. Serve as a liaison between contract agencies and department staff regarding issues and problems. Develop, initiate, and manage complex contracts providing a broad range of services. Monitor contractor performance for compliance with federal and state requirements including follow-up monitoring for corrective action and investigates complaints/inquiries in accordance with federal and state regulations and program policies and procedures. Produce and maintain monthly expenditure reports and monitors funds availability. Provide orientation to staff, providers and other agency staff and the community. Provide complex technical assistance to others on policies, procedures, rules, regulations, standards, or requirements. Communicates verbally and in writing with others to provide, exchange, verify information, answer inquiries, address issues, or resolve problems and complaints. Utilize SCOR,PROVIDER,EVV SYSTEMS, SASO, CONGOS, TMHP, SharePoint, and TIERS.
