Under the supervision of the Facility Manager, the Building Engineer is responsible for all engineering services at the U.S. Embassy, including critical installed building equipment such as mechanical and cooling systems, and electrical distribution systems.
The position entails Contracting Officer Representative (COR) duties, implementing service contracts, drafting operating procedures and repair scopes of work, and ensuring quality control and safety oversight of contractors and Facility Management staff. The incumbent provides project management and COR duties for construction and enhancement projects, oversees contract administration, and offers technical engineering support for the Mission.
Engineering responsibilities span electrical, mechanical, and civil/structural systems. Project oversight includes planning, cost estimation, design, construction, inspection, and final acceptance of work. The incumbent also performs all Assistant POSHO duties as required.

Accomplishments FY23-24
1. Space densification project that required remodeling of the existing modular office desks and adding new desks to accommodate 20 more desk positions in the embassy. The project included developing floor plans with new furniture layouts, constant afterhours work to carry out approved changes, co-ordination with multiple sections leads for discussion and approval, ordering new furniture and creating a space reorganization folder & schedule tracker.
2. As A/POSHO
· Prepared and presented SHEM committee meeting agenda and documented the meeting minutes. SHEM committee meeting is a semi-annual requirement and POST is 100 % compliant on HQ SWOD requirements to date.
· Assisted POSHO in getting POSHO Certification Compliance levels to 100%. This required communication with system administrators to iron out program issues on the RPA, Lease renewal dates and POSHO CERT applications.
· Co-ordinated inspections of new potential lease properties and presented reports to POSHO & GSO housing team for lease negotiations and more importantly safety compliance. Post lease housing portfolio grew by more the 40%. This includes Tonga housing inspections.
· Updated all FAC policies and submitted to POHSO and Management officer for approval.
· Investigated multiple mishaps and presented reports to MIAB for review. Updated the MRS on corrective actions and responded to SHEM HQ POC’s for any clarification.
3. Prepared Statement of Works on all Preventative maintenance service contracts (PMSC’s) for all major Building Systems & Equipment and reviewed these with OBO SME’s. Worked with Post Procurement office and contracting officer to award the following PMSC’s.
· NOB Elevator PMSC
· NOB Fuel PMSC
· NOB Generator PMSC
· NOB BAS PMSC
· NOB Chiller PMSC
4. Co-ordinated Power Protection Relay replacement scope of work with OBO power support. This project was successfully commissioned in March 2024 and required embassy wide power outage and critical temporary solutions for power, termination, and testing. The new system now provides additional protection from phase failure, phase rotation, undervoltage, overvoltage and under frequency faults.
5. Co-ordinated metal gutter replacement scope of work for the MCAC downspouts and Plaza awnings. Project required development of scope of work, RFQ submission, award and contractor management to have all metal gutters and downspout replaced. Project was completed in March 2023.
6. Co-ordinated out concrete expansion joint replacement scope of work for the Plaza hardstand areas and general walkway areas. Project required development of scope of work, RFQ submission, award and contractor management to have 300 meters of expansion joints replaced. Project was completed in January 2024.
7. Co-ordinated procurement for Fuel Polishing unit and trained in-house staff to carry out the fuel polishing work. Project required development of scope of work, RFQ submission, award to contractor to supply new Fuel Polisher unit. In-house FAC staff are now fully competent on the use of the fuel polisher unit. Post plans to carry out Fuel Polishing semiannually or when fuel quality issues arise.
8. Coordinated the Kitchenhood and associated ventilation replacement scope of work for the Embassy Cafeteria Kitchen. Project required development of scope of work, RFQ submission, award and contractor management. Project was substantial completed in June, 2024.
9. Coordinated the Fuel Management System TMS3000 replacement. Project required development of scope of work, RFQ submission, award and contractor management. Project is scheduled for site mobilization in late September 2024.
10.Coordinated Major Chiller Refurbishment scope of works which required to have Chiller Heat Exchanger coils replaced. Project required development of scope of work, RFQ submission, award and contractor management. Project is in the final stages of commissioning & testing.
11.Assisted OBO FAC & DE to develop the SOW for the Chiller Replacement Project. Worked with RSPO Frankfurt to prepare the Prebid meeting and participated in the TEP to review the bids. RPSO is working on finalizing the award before the end of fiscal year 2024.
12.Coordinated the Replacement for the Obsolete Variable Speed drives in the MCC Panel. Project required development of scope of work, RFQ submission, award and contractor management. Procurement Suva is finalizing the award before the end of fiscal year 2024. Site mobilizing will be scheduled later this year or after the award.
13.GMMS – in general as per HQ requirements SWOD
· Worked with FM & LEFM to populate new Facility work plans (MCIs + M&Rs) that required funding request.
· Validated Annual Inspection Summary for FY24
· Submitted the Annual Facility Condition Survey in the GMMS
· Submitted AFCS
· Updated and obligated Data Calls for all BME/PMSC contracts.
· Submitted funding request for Planned FWP’s.
· Worked with FM & Desk Officer, Jason McCall to address FWP urgent requests.
14.Co-ordinated ORSC (Office of Regional Support) service and repair visits with Stephen Zwang, James Alden, Leila Tober and other support regional team members. Ensured all work was documented and work orders tasked to service technicians. Ensured all parts and ancillary materials needed for the visit was on hand.
15.Co-ordinated IMAP HVAC team visit that carried out urgent repairs to Multistack Chillers. RWO submitted for additional repair work.
16.Co-ordinated OBO Power Support team visit. Work encompassed shut down maintenance for the entire compound. This included setting up meeting with embassy section heads and ensured all temporary power needs were in place for all critical equipment.
17.Co-ordinated Medium Voltage maintenance work. Co-ordinated with proper shutdown of the utility switchgear with the locality utility company and all maintenance equipment was staged for the Friberg Electric Team. Site visit in November 2024.
18.Co-ordinated the Elevator CAT 1 no-load load testing with OBO Elevator Support and PMSC contractor OTIS. Scheduled for later this year in December or Early Jan 2025.
19.Worked the Keith Lynch of OBO Fire Updated IDIQ Statement of Work for Suva’s Annual Fire Protection maintenance. IDIQ for Suva has been awarded to Spectrum Electrical Inc and site visit has been scheduled for October 2024.
20.Worked with OBO Roof support to draft the Scope of work for the roof and facade repairs. Project has been pushed to FY2025 due to fundings constraints.
21.Submitted procurement request for critical switchgear parts as recommended by OBO power support.
22.Submitted procurement request for critical Multistack Chiller parts as recommended by IMAP BOM and Post Mechanical Team lead.
23.Submitted procurement request for critical Delta Rolling gate parts as required by Post Electrical team lead as ESO Canberra are no longer tracking inventory for non-DS rated equipment.
