635 East Project ( US 75 to635 East Project I 30 ) is an 11 mile reconstruction and widening activity that includes the I635/I30 interchange. The general purpose lanes will be expanded and the existing tolled managed lanes will be rebuilt.

When complete, there will be a total of 10 general purpose lanes and two tolled managed lanes. The project will also include the construction of continuous frontage roads and provide numerous intersection improvements. Cost 1.7 billion.

• He has been assigned to the Transportation Section of the Charles County Transportation Improvements Program Division, managing a variety of County road construction projects in LaPlata Maryland
• He has performed as the Project Manager for multiple transportation and National Pollution Discharge Elimination System projects within Charles County. • As a senior staff civil inspector, Mr. Hairston performed quality assurance testing, observations, and documentation for Parsons Management Consultants in construction of the proposed fourth runway and it’s associated taxiways, resurfacing of the Dulles Access road for asphalt paving, tested CTB and CTA using the nuclear method, tested concrete for paving operations and underground structures for Tier 2 and Tier 3, monitored the quality control inspectors to insure compliance to MWAA standards and specifications

• As a senior staff technician, Mr. Hairston managed two of the largest contracts actively held by the company
• Both projects were commercial mass grading, and residential projects over 88 million dollars combined
• Mr. Hairston performed the quality control documentations and monitored all phases of construction from clearing and grubbing to finish grade
• This included conventional density testing, clearing and grubbing, authorizing over-excavation as necessary, retaining wall construction, and erosion control protocols

• This position requires testing in several areas: NCDOT Conventional Density testing, NCDOT Concrete Field testing, ACI Concrete testing, Soil and Cement Stabilization, Grading, Asphalt paving, RCP Placement, Seeding, and Concrete Paving Highway, Laboratory testing, 40 hrs Construction Safety, and Structural Inspection of Bridgework
• Mr. Hairston has held several project management positions for D.O.T Projects in various counties

• Mr. Hairston’s responsibilities included all NCDOT and SCDOT bridge maintenance, new bridge construction, and barrier project documentation
• Executing quality control protocols for preventative maintenance, Mr Hairston’s placed orders, and inspected pre-placement and post-placement sites for all concrete products
• Training new laboratory personnel, calibrating equipment and submitting corporate remedial recommendations for noncompliance incidents to NCDOT Materials and Testing Department, and working closely with the owner and plant manager, Mr Hairston managed much of the day- to- day operational scheduling for production

• Mr. Hairston performed qualitative testing for density and compaction of soils and ABC stone
• He also inspected and documented all aspects of concrete and asphalt placement, as well as structural construction
• Mr Hairston has experience in the laboratory running proctors and sand calibration, and he can use a nuclear gauge for asphalt and soils
• He can perform compressive strength tests for concrete cylinders, and create all documentation per SCDOT and NCDOT specifications
