I have over thirty years of experience in the occupational safety and environmental arenas, both in the private and government sectors. This experience includes the development, implementation, management, and auditing of compliance programs in all environmental; occupational safety; industrial hygiene; fire protection media in all domestic states, US commonwealths and internationally. Developed and taught courses in various EHS subjects both in the private and academic sector. Comprehensive knowledge and experience in all aspects of developing program metrics and measurements. I hold an Advanced Safety Certificate through the National Safety Council. I am also a certified career coach though the federal government’s Office of Personnel Management. Additionally, associated with my Executive Master of Business Administration (MBA), I obtained certification that meets all Defense Acquisition University Academic Level II equivalencies.

Director, Policy, Programs and Strategic Planning

  • Lead the development of an internal process improvements associated with the Pipeline and Hazardous Materials Safety Administration's ( PHMSA’s) Office of Pipeline Safety (OPS) internal Safety Management System (SMS) by developing and implementing strategic goals, process improvement projects, developing, and tracking Key Performance Indicators (KPI). Currently overseeing the development and implementation of ten process improvement projects.
  • Collaborated with senior leadership to set long-term objectives for the company to include managing the logistics of multiple technical regulatory public meetings that had an average in-person and virtual attendance of and average of 800 people.
  • Established and implemented recruitment strategies for over 100 vacancies annually. Trained, supervised, coached and mentored, and evaluated staff members (four direct and seven indirect reports).
  • Managed budgeting and financial planning processes for a budget of $600 million.
  • · Providing senior technical support for the evaluation, analysis and application of environmental impacts associated with projects related to the repair, rehabilitation, or replacement of leak prone pipes for a $1 billion infrastructure grant. Assisted in the development and management of a National Environmental Policy Act (NEPA) contract to develop and execute various environmental analysis tools to assist grant awardees in evaluating project environmental impacts.

  • Oversaw the overarching, comprehensive safety, and environmental compliance programs in one of the most remote scientific research stations that included occupational safety, residency safety, marine safety, dive safety, and food safety, safe storage and use of hazardous materials, hazardous waste operations, and wastewater treatment.
  • Operated as a senior technical advisor for NSF’s corporate occupational safety program for a variety of occupational safety and emergency preparedness planning documents and training.
  • Developed and implemented the first Safety Management policy for the Antarctic research operations at both McMurdo and South Pole stations that covered both occupational safety and research safety protecting a thousand researchers and logistics staff annually.
  • Identified and established process improvements for the Polar Code of Conduct Board to include the development of a Board charter; the alignment of the reporting period to align with the operational year versus a fiscal year to respond to issues in a timely manner. This also included the development of specific policies for Anti-Sexual Harassment for the Antarctic operations and supported a larger anti-sexual harassment policy working group that established far reaching sexual harassment policies in research. Received an NSF Director’s award for this support effort.

  • Led a program-by-program evaluation of operational requirements throughout the Bureau to establish level of compliance and compliance risk for over 500 facilities. From that evaluation, formulated and implemented a strategic management plan to reduce or eliminate programmatic and field safety compliance gaps including the development of resource needs (both workforce and budget); policies and program implementation information; management accountability system; training requirements and needs. Justified the increase of the annual Unit budget by 2/3rds and increase of staffing levels both at the unit level by 25% and operations level by 25%.
  • Provided justification, executed, and managed a $7 million safety and environmental budget that was used for technical subcontracting of safety professional services, travel, and training for the Unit. Oversaw the development and management of multiple contracts to provide technical services nationwide.
  • Developed and executed an annual safety compliance evaluation process for over 75 Bureau Divisions, analyzing the responses for categorizing compliance risk (High, Medium, and Low) and using identified issues for establishing annual program goals and staffing goals for resolving compliance gaps.
  • Revised and revamped the training program for the 300-collateral duty safety and environmental staff across the 75 Divisions ensuring that collateral duty personnel had the requisite knowledge to assist in the comprehensive compliance program for the various facility and law enforcement operations. Developed a recognition system for both excellent support of the compliance program for both the collateral duty staff and the divisions.
