The FKO Manager serves as the primary administrative and technical authority for the Fuels Management Flight, providing comprehensive oversight of information systems, infrastructure projects, and personnel readiness. This role ensures the flight remains compliant with Department of the Air Force and DLA Energy directives while driving modernization and innovation.
Primary Responsibilities
Project & Infrastructure Oversight: Acts as the primary monitor for Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) projects. Provides centralized management of fuels infrastructure, validates real property records, and coordinates annually with Base Civil Engineering (BCE) to ensure asset accuracy.
Information & Systems Administration: Manages the Base-Level Support Application (BLSA) and Fuels Manager Defense (FMD) server infrastructure. Responsibilities include maintaining uninterruptible power sources, executing data backup procedures, and coordinating with the Communications Squadron and DLA-E help desks for network optimization.
Technical Data & Records Management: Serves as the lead for the Technical Order (T.O.) library and the Enhanced Technical Information Management System (ETIMS). Maintains all flight publications, Local Checklists (LCLs), and formal correspondence in strict accordance with AFI 33-322 and Records Information Management System (AFRIMS) standards.
Innovation & Process Improvement: Develops and implements procedures to capture and scale innovation initiatives, including new automation technologies and resource-efficient procedural deviations. Coordinates with the 2F Career Field Manager (CFM) and AFPET to deconflict and integrate new equipment or squadron-funded projects.
Personnel & Readiness Management: Oversees the Unit Manpower Document (UMD) and Unit Personnel Management Roster (UPMR) to ensure authorized staffing levels meet mission requirements. Maintains flight-wide alert recall rosters and manages Automated Information Technology (AIT) property to enhance operational safety and command and control.
Asset Accountability: Performs and documents annual inventories of all assigned AIT property and conducts joint custodial inventories to ensure 100% accountability of specialized fuels equipment and systems.
Key Performance Indicators (KPIs)
Accuracy: Maintaining zero discrepancies in real property (DD1354/DD1391) and AIT inventory records.
Compliance: 100% currency in Technical Order distribution and publication familiarization programs.
