- Acted as a direct CISA representative to DHS component, IC, and other federal agencies on collection and reporting issues. Gather and represent data and outputs via the Homeland Security Intelligence Council-Collection and Reporting Board, collection management working groups, and national level collection management meetings.
- Created detailed matrices representing DHS and IC collection to align leadership priorities, intelligence gaps, and all-source collection requirements with collection assets and activities.
- Developed strategies, plans, and postures to close intelligence gaps.
- Directed and coordinated collection management efforts as well as worked closely with I&A and DHS component collection managers and intelligence analysts as well as IC agencies to understand collection capabilities, priorities, accesses, and reporting streams.
- Served as a subject matter expert on collection and reporting of intelligence issues providing authoritative guidance on a broad knowledge of rules, regulations, and techniques used across the IC and DHS.
- Managed working groups and forums to create a transparent, data-sharing environment that coordinates DHS I&A, component, and IC members. Set goals, agendas, and conduct meetings and conferences.
- Assesses raw intelligence reporting and data to determine its responsiveness to collection requirements.
- Assisted the Associate Director of CISA Intel in ensuring CMD deliverables (such as, Collection Postures and Collection Requirement publications) align with CISA priorities and inform collection.
GS Scale: GS-15(A)/0132 (Supervisory)
- Acting Branch Chief of the Analysis Branch of CISA Intelligence Division responsible for providing all-source intelligence support and analysis on behalf of CISA headquarters elements, CISA Regional personnel, and CISA stakeholders.
- Manages a cadre of 12 experienced all-source intelligence specialists/cybersecurity intelligence analyst responsible for providing strategic and operational analytical support to a National critical infrastructure security and situational awareness.
- Responsible for providing direct intelligence support to the CISA Director, Deputy Assistant Director, Executive Assistant Director, and executive leadership on threats (foreign intelligence, foreign capabilities, terrorism, domestic extremism, and civil unrest), related to the CISA Critical Infrastructure mission.
- Serves as the Senior Intelligence Officer and final reviewer for all finished intelligence/analytical products while managing complex projects and high-level joint activities with select entities of the Intelligence community (IC).
- Serves as the senior intelligence liaison action officer (AO) during high level meetings, liaison activities, conferences, and engagements with representatives across the IC, to include AFOSI, CIA, DCSA, DHS, DIA, DOE, FBI, FEMA, NORTHCOM, NASIC, NGA, NSA, ODNI, STRATCOM, TRANSCOM, as well as other operational and private sector elements across the National Critical Infrastructure mission space.
- Works with more senior collection manager to advocate for validation and prioritization of high level collection requirements at Intelligence Community (IC)-wide and multi-national working groups, boards, or senior committees.
- Represents Associate Director of CISA Intel at joint security sessions and coordination groups related to terrorist activities, domestic extremists' movements, and possible civil unrest situations during all major world events.
- Represents the CISA Intelligence Division at private industry partnership engagements and meetings related to the mitigation and protection of national and partner nation, National Critical Infrastructure.
