Apply and follow policies and procedures for work requiring professional knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factor, and requirements characteristics. Experience with procurement of services using formal advertising or negotiation procedures; the evaluation of contract price proposals while working as a member of the pre-award services team. Prepared Pre-solicitation Notice and synopsis. Prepared the Request for Proposal (RFP) for procurements including solicitation provisions, proposal documents, contract clauses, and plans and specifications. Upon receipt of a new action in eCMS, review of specifications and statements of work, and creating acquisition milestone plans. Help ensure that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition. Initiate necessary correspondence with contractors, office customers, and Contracting Officer Representatives (COR's). Communicate status of contract actions with COR’s, Chief Engineers, Branch Chief and Peers as necessary both verbally & written to include updating NRM Spreadsheet.
