Coordination and Duties: I specialize, in a line or staff position, in one or more program areas such as energy efficiency, custodial management, or mechanical maintenance, or in analysis of building management programs. I act as the COR for small projects.
During the pre-award phase, I work with the contracting team in requirements development, preparing the Independent Government Cost Estimate (IGCE), developing the Performance Work Statement/Statement of Work/Statement of Objectives, developing quality assurance surveillance plans (QASPs), etc. During the post-award phase, I monitor and assess contractor performance and perform other responsibilities as assigned by the Contracting Officer.
I manage the contracting process and assist the contracting officer by developing statements of work, monitoring the contractor's performance, inspecting completed work against contract requirements, and by recommending progress payments, terminations, and other actions.
I direct a variety of service functions to provide occupants of both Federal Government buildings and commercially leased space with adequate facilities in which to conduct agency business. In providing these services, I manage building operations, maintenance, repair, and alteration programs, and advice agency representatives on optimal use of the building's facilities.
Along with these major functions, I direct a variety of other program areas which include conserving energy; eliminating environmental hazards; promoting the use of Federal facilities by the community; reviewing plans and specifications for new structures; evaluating and reporting on new material, equipment, methods, and prototype facilities; overseeing and providing directory assistance to visitors.
