  • Responsible for interfacing with Headquarters Marine Corps, Marine Corps Systems Command, Naval Special Warfare (NSW), and other NAVAIR entities and contractors in performance of duties and in the resolution of issues.
  • Represents Logistics at Program Management Reviews, Contract Negotiations, ILS Working Groups, Logistics Products and Process Reviews, and Maintenance Working Groups in support of the IPT.
  • Responsible for reviewing equipment technical performance specifications/requirements, including reliability and maintainability data, and assist with determining detailed requirements for each ILS element including support and test equipment, technical data and publications, and spare and repair parts.
  • Assists in the development of program Statement of Work (SOW) and Contractor Data Requirements List items in support of the respective SOW/s.
  • Develops and implement product support and maintenance concepts/requirements for the RQ-21A to achieve program goals and objectives with minimum life cycle cost.
  • Provides updates as required and annual to the RQ-21A Life Cycle Sustainment Plan (LCSP).
  • Maintains Ground Segment portion of the RQ-21A Logistics Requirements and Funding Summary (LRFS), provide input to the IPTL and respective BFM.
  • Reviews Engineering Change Proposals (ECP) and develop the technical evaluation to ensure the alignment of required logistic elements to support upgrade.
  • Critically evaluates causes of support related problems and choose appropriate courses of action that balance the interests of the program mission and the stakeholders.
  • Led the transition of supply support from NAVSUP to SOFSA.
  • Coordinated with all stakeholders from Engineering, Fleet operational activities at USMC and SPECOPS operational units, NAVSUP and/or OEM.
  • Ensured operational units ordered parts from correct activity enabling seamless and uninterrupted support to operational units
    which resulted in sustained 100% MC rate.
  • Coordinated the planning and execution of the USMC (divested) and NSW (divesting) RQ-21 Divestment Strategy which was the first
    time a divestment strategy was developed with the current Logistics Team. Researched policy and guidance enabling the RQ-21A IPT to comply with policy and adhere to defined timelines.
  • Reviewed the FRACAS CDRL on monthly basis to determine which components/systems are experiencing increased failure/replacement
    rates to assist researching the root cause of the failure via discussions with Engineering, Fleet, FST, NSW and/or OEM.
  • Communicates with NAVSUP on weekly basis for supply related issues to determine what items currently have long lead times, which
    items are nearing obsolescence and provide direction on what actions are required for further support.
  • Communicates with Fleet/FST on weekly basis to address current activities to adhere to readiness objectives and provide direction on what actions are required for further support.
  • Analyzed RQ-21's Divestment of NSW and USMC systems, identified requirement to detect long lead item components leading to the development of an EOL action tracker. The tracker is operated by the PMA team in order to determine whether the PMA can sustain utilizing current component inventory from either NIWC or SARDIP assets.
  • Volunteered and selected to be the COR/Lead Logistician/Technical POC in the development of the RQ-21 SOFSA requirements package, earning a PMA-263 LoA for negotiating and awarding on time, to support future NSW operations.
    Led the development, planning and execution of the requirements package which included writing a SOO, QASP and IGCE meeting contractual deadline.
  • Lead Logistician reviewing all RQ-21A Logistics CDRLs for approval or denial.
  • Analyzed reports and coordinated with NSW and SOFSA to recognize changing OCONUS operations. Due to the changing OCONUS operations, performed a contract modification of the current Base and Option SOO removing (1) Full Time Employee supporting OCONUS operations from the initial (4) which garnered a $250K cost savings and implemented a material line to procure necessary HAZMAT material.
  • Developing a contract modification of the Option SOO to extend the OY by (7) months implementing that SOFSA will perform the full disposal, disposition and sustainment of the RQ-21A system which will include assistance to remove systems OCONUS.
  • Lead RQ-21 Logistician on CRBs asserting implementation of Logistics requirements and reviews all ECPs .
  • Lead RQ-21 Logistician to review ECPs, RAMECs and TDs via ECM for routing and approval. Uploads TDs to NATEC and informs stakeholders after completion.
  • Evaluated RQ-21A systems stored at AMARG and determined that the containers, components and systems could be repurposed to Other Government Agencies (OGAs).
  • Negotiating the transfer of RQ-21A divested assets to be repurposed and re-utilized by Other Government Agencies (OGAs). This effort resulted in a cost savings initiative of $25.6M for Defense Advanced Research Projects Agency (DARPA), $9.3M for Foreign Military Sales (FMS), $8.5M for MQ-27 Scan Eagle and $757M for Strategic Capabilities Office (SCO).
  • Acting RQ-21A Integrated Product Team Lead (IPTL) that leads communication between all functional teams and integrates multiple stakeholders to achieve project success. Coordinates responses to queries, data calls, drills, program briefs, and other requests for information from NAVAIR, Congressional Liaison, Industry counterparts and other entities. Supports Leadership with development of the program budget which may include preparation of spend plans, entries into budget exhibits, preparation of monthly obligations and expenditures variance reports and other documentation.
