Familiar with many of the standards that apply to Technical Certification Bodies (TCB) recognized in FCC Equipment Authorization requirements promulgated in Part 2, Subpart J of the FCC regulations as presented in Title 47 of the Code of Federal Regulations (CFR).

  • Served as a senior, expert consultant, special project director, and advisor to the Laboratory Division, Deputy Division, and Branch Chiefs.
  • Was responsible for conducting highly complex and technically diverse studies, projects and analyses essential to planning, developing and implementing new programs, systems and processes relating to C63 Standards and FCC Rules.
  • Performed technical analysis, research studies in support of rulemaking proceedings for Radar, Ultra Wideband (UWB) and satellite services systems-Global Positioning Systems (GPS).
  • Responsible for developing test procedures acceptable to the FCC for use in obtaining data necessary to demonstrate compliance to rules applicable to new and emerging telecommunications technologies, many of which were incorporated into ANSI ASC63 standards.
  • Was the laboratory lead for spectrum management, major technical research and analysis projects involving shared spectrum.
  • Served as focal point for coordination of activities with other Government agencies such as NTIA, FAA, and NASA, including working closely with the technical staffs of other FCC Bureaus/Offices and the Commissioners.
  • Was responsible for contributing to the formulation of policy for finding available spectrum to accommodate the use of new telecommunications services within the public interest.
  • Prepared and/or directed the preparation of numerous test reports, technical reports, summaries, letters and memoranda.
  • Served as FCC liaison to ANSI ASC 63 standards development committee.

  • Project Manager for the efforts to accommodate unlicensed ultrawideband (UWB) technology, to include the development and execution of a test program for obtaining the emperical data necessary to assess UWB EMC relative to incumbent systems and services.
  • Liaison between the NTIA Office of Spectrum Management (OSM) and the Institute of Telecommunication Sciences (ITS), NTIA's spectrum and communications laboratory.

  • Provided technical guidance relative to spectrum and EMC issues to the NWS and NOAA to aid in the design and development of a new nationwide network of doppler weather Radars known as NEXRAD.
  • Managed and performed EMC analysis for each of the 144 Radar locations for inclusion in site impact studies.
  • Performed field testing at several NEXRAD sites where unanticipated electromagnetic interference manifested upon activation of the Radar.
  • Designed and tested interference mitigation strategies using the acquired field test data as input.
  • Performed similar duties as above with respect to the FAA's Terminal Doppler Weather Radar, spin-off of the WSR-88D Radar of the NEXRAD network.
  • Provided technical input to the development of several EMC-related software projects intended for DoD usage in battlefield scenarios.

Accomplishments

  • 1994: received the Commitment to Excellence award from IIT Research Institute for technical contributions to the design, production and fielding of the NEXRAD system of modern (Doppler) weather radars by NOAA/NWS and the companion FAA Terminal Doppler Weather Radar (TDWR) system.
  • 1998: received Department of Commerce Silver Medal Award for contributions through NTIA in spectrum reallocation efforts.
  • 2008: Awarded the Excellence in Engineering award by the FCC for “Outstanding Contributions to the Engineering Field.
