Member of Tactical Operations and SWAT Team specialized in high crime incidents such as hostage taking, riots and other high risk matter.


With certifications in Survival in high intensity drug trafficking area (HIDTA) and ex member of the Task Force of this department.


Certification in Emergency Management Institute with FEMA with the course: IS-00100 or ICS100 (Introduction to the Incident Command System).


As a member of the SWAT Team teach self defense to the FBI to the agents in protection of victims and witnesses.


Responsible to train about 27,000 cadet's in the PRPD and 300 cadet's from NYPD in John Jay College of criminal justice College (CUNY).


Receive recognition and certification from the 911 System on November 10, 2006 when rescuing a family that was taken hostage.


Responsible for writing the manual for Tactical Operations and specialized Units as SRT, OT, and SWAT for PRPD.


I wrote and submitted to the PRPD the GENERAL ORDER NO. 98-6, which is the command on how to use a TACTICAL BATON in the Police Department so as not cause further damage to the aggressor citizens. It was approved and signed on July 10, 1998 by Commissioner Hon. Pedro Toledo Davila.
