• Duties: Proffer, solutions, tools and methodologies, and advice the Governor, the Chief Executive of the State, on the need to restructure, change and or reform the Bayelsa State Civil Service (the human capital resource base of the State) for effective and productive service. Under the Chairmanship of the Deputy Governor, I served in the strategic Public Service Reforms Committee that undertook departmental and agency staff audits.
• Delivered: Discovery of irregularities in appointments, placements, and non-existent (‘ghost’) workers. Retraining, restructuring, realignment and replacement of part of the workforce - Civil Servants. The exercise led to monthly wage-bill reduction (savings) of more than N800m (eight hundred million Naira).

• Duties: Served as member in conjunction with Board and the Executive Chairman to proffer policy and legal framework for duties, processes and methodology for generation of internal revenues (taxes, duties, levies, etc) for the State of Bayelsa in Nigeria.
• Delivered: Recorded the highest internally generated revenues for the State within the period. A monthly average of over N2b (two billion Naira) Internally Generated Revenue (IGR) was achieved within the period.

• Duties: Over saw, supervised and coordinated all external/internal trade and business relationship on behalf of the Governor/State.
• Delivered: Several memoranda of trade entered into between Government and other States, individuals and corporations.

• Duties: Served with others members on this Statutory Committee, saddled with the responsibility to acquire, allocate and manage all lands and land-assets of the State Government, according to prevailing laws and statutes. Issued clearances for official allocations and certificates of occupancy; enforced reacquisition of unofficial allocations (encroachments).
• Delivered: More Certificates of occupancy (C of O) issued during our tenure.

• Duties: Served as Member on this special Government Committee to list, evaluate, monitor and report all interventionist NDDC (Niger Delta Development Commission) projects in the State.
• Delivered: Comprehensive report on the status of all NDDC projects in the State for government as empowered.

• Duties: Served as a member on the Governing Board of the Nigeria’s National Institute for Pharmaceutical Research and Development (NIPRD). The Board of the Institute is responsible for research, regulation, policy formulation, direction and execution of government policies and initiatives for the Country’s pharmaceutical industry.
• Delivered: Strengthened the visibility of the Institute to achieve its mandate. Achieved reasonable local and international funding for various research projects, including malaria and sickle cell.

• Relationship with Communities in the Niger Delta, negotiations, interface, community/project development plans, monitoring and assessment, officer in charge of community relations for projects executed for AGIP (access, platforms and pipelines) in Bayelsa and Delta States, Shell (Associated Gas Gathering AGG) in Rivers, Delta and Bayelsa States, Nigeria
• Delivered: Less externally driven or exogenous induced work down times, as the company had little or no challenges with the communities that would have led to work stoppages - I offered effective community and public relations services in a volatile Nigeria’s Niger Delta region, globally known and acknowledged for restiveness.
• A German major and leading multinational player in the Gas and Oil Services industry (particularly in construction and pipeline engineering services), with operations in Lagos, Port Harcourt, Warri and the entire Niger Delta, Nigeria - Professional petroleum upstream service contractors to Shell, Agip, Mobil, Department of Petroleum Resources, Nigeria National Petroleum Corporation (NNPC), etc

• Delivered: No down tools or workers’ strikes or lockout, all through my tenure as the Personnel Manager. Successfully hosted NUPENG and PENGASSON labour unions, and negotiated a new ‘conditions of service’ junior workers

• Duties: Chief Advisor. Pioneer staff of the Council; the Chief Finance/Accounting and Administrative officer; Head of the Secretariat, and coordinated all activities of the Council; liaison with Headquarters of G-15 in Geneva; liaison with Government and Councils of other member countries; analyzed investment climate of member countries and offer same advice to Council members; organized fund raising activities; Secretary at Council meetings.
• Achievements: a] put in place accounting and administrative manuals and procedures. b] Organized and coordinated the Council’s First Economic/Trade Missions to Kenya, Zimbabwe, Mozambique, South Africa, Uganda and Saudi Arabia - resulting in several Joint Venture (JV) concerns. c] Covered and coordinated Council’s participation at the G-15 Summits and Businessmen Fora in Senegal, India, Argentina, resulting in significant bilateral joint venture business investments in Nigeria. d] Negotiation and drafting of memoranda of understanding (MOUs) between the G-15 Council (Nigeria) and Kenya, Zimbabwe and SAFT0 of South Africa.

• Coordinated the group’s administrative matters, purchases, transport, personnel matters, ship chandelling, marketing, clearing/forwarding, and shipping.

• Achievements: a] engineered company turnover of over N30m per annum from a paltry N6m b] Arranged for the purchase and delivery of Nigeria’s first indigenously owned LPG (Liquefied Petroleum Gas) carrier- ‘Crystal Victory’ c] Acquisition and building of the Head Office complexes in Lagos and Port Harcourt. d] Negotiated the 1st time charter party agreement for the group with the NNPC- for MV ‘Conqueror’ and LPG carrier ‘Crystal Victory’ e] Advised, engineered and arranged for the establishment of a commercial bank and mortgage institution- Crystal Bank of Africa {now merged with United Bank of Africa (UBA)}
