Accomplishments

  • Performed duties as program manager for maintenance of Part 91 data in accordance with the National Flight Standards Work Program Guidelines which lead to the dramatic improvement to the quality of the data leading to improved and targeted surveillance. Initially, over 200 separate and distinct entities existed as part of the validation process.
  • As the program manager for issuance of Part 91 Letters of Authorization (LOA) for over 150 different Part 91 entities, existing Part 91s were brought into compliance and defunct Part 91s were exterminated. He became the office expert on compliance and review of submissions for Master Minimum Equipment List and Reduced Vertical Separation Minimum LOAs in addition to specialty submissions such as Required Navigation Performance with Authorization Required (LOA C384) which has only 100 issued nationwide but four in this FSDO alone. He became indispensable as the sole office subject matter expert in utilizing the Operations Approval Portal System (OAPS) for obtaining AFS-400 concurrence on many of the Special Areas of Operation (SAO) LOAs.
  • Provided critical guidance in standing up and executing a large Part 91 LOA issuance project for one Part 91 management company that ultimately wants to submit over 15 complex submissions requiring coordination across a variety of functional areas. As project manager, he designed a process for the management company to submit a small subset first, rather than all of them at once, so that the FAA would have time to process but also so that the company could learn from their initial submissions and improve their subsequent submissions. The foresight in project management directly led to a significant decrease in overall time to process the submissions.
  • The streamline LOA (SLOA) issuance process was introduced recently, and he immediately became the subject matter expert, detailing to the rest of the office how we process and issue these LOAs. The SLOA dramatically reduces the time from submission to issuance and has significantly increased stakeholder satisfaction.
  • Identified a key issue within the Part 91 LOA issuance process that lead to a memo from AFS-54 detailing the location of issuance bring dictated by where the operator conducts business or resides, a physical location, not the aircraft location. Previously this was a major issue that prompted to Part 91 entities to shop around different FSDO locations.
  • A major program that was in disarray was the check airman program. With over 100 check airman authorized by the office the data quality and timely observations of those check airman was compromised. He led the charge on validating the check airman, streamlining the check airman approval process for both company (local) and contract (outside the district) check airman, and ensuring the check airman duly authorized by the administrator were in compliance.
