  • During my time at the USAID/Haiti Mission, my work ethic and passion to education earned me a promotion from Education Advisor to Senior Education Advisor, where I accomplished the following: Acted as Education Chief for 12 months while managing a $35-42 million education portfolio entailing six to eight activities and leading a team of five in an environment of chronic crisis and shocks and in an office severely understaffed
  • Previously acted for a total of 16 months and a half between June 2018 and December 2020 including taking on the responsibilities of two vacant positions
  • Strengthened relationships with private sector actors, bilateral and multilateral agencies to further harmonize and leverage our efforts, which includes a Global Development Alliance with American private foundations (leveraged more than $12 million and expanded social emotional learning) and the implementation of the USAID/MOE sponsored bilingual literacy curriculum in Inter-American Development Bank, World Bank, and the Agency of French Development projects, reaching more than 70,000 1st and 2nd grade students
  • Co-led/managed the Rapid Education and Risk Analysis with the MEL Education Advisor and DC Education Office support along with other studies such a printing and distribution landscape study, a study on children living with disabilities post-earthquake, literacy focused studies (time spent on reading tasks in schools and the use of the mother tongue in classroom instruction), and performance evaluations
  • Consistently evaluated Haiti’s education trends from various of data sources and studies, and across different projects (USAID, World Bank, IADB, and UNICEF) on the most vulnerable and marginalized youth who were continuously growing
  • Such insights contributed to the Education Office’s first PAD/PDP and the design of the office’s education and resilience flagship activity
  • Co-managed the impact evaluation on the office’s literacy interventions with the Program Office and had to make implementation decisions as Haiti’s vulnerable insecurity situation evolved
  • Substantially contributed to USAID’s new education strategic document by writing the climate risk, environment, gender, and private sector analyses, the MOE pillar of the theory of change, and other assigned sections of the strategy with the design team while successfully advocating for the inclusion of at-risk and out-of-school youth into the strategy
  • Led the activity design team (colleagues from the USAID DC, Haiti Education and supporting offices) to produce Haiti’s first resilience and education activity, under the new Haiti’s Resilience in Sustainable Education Project Appraisal Document, with a flexible budget to reflect USAID’s unpredictable funding forecast
  • Designed and executing a strategy to deepen the MOE’s understanding of the new strategic framework and USAID/Haiti education strategy that has strengthened our relationship with MOE’s strategic and technical counterparts
  • As Education Program Advisor, I accomplished the following: Supported the pivot to distance education during the COVID-19 Pandemic that enabled approximately 40,000 students across two education projects to remain connected to their learning for five months and a half with minimal loss of learning
  • Successfully managed two major literacy projects that significantly improved 35,000 students decoding skills in the 1st and 2nd grade, where students outperformed beyond the national average: less than 10 percent could not identify a single letter sound and at least 70 percent of them can read a single word correctly compared to nearly half of students finishing second grade could not read a single word
  • Acted as Education Chief while assuming the project management role for seven awards, totaling $40 million focused on literacy, research, inclusive education, and curriculum development and distribution
  • Became a certified USAID project manager, an agreement and contract officer representative
  • Planned and participated 7 higher management visits including one school visits by the Chargé d’Affairs in the South in 2017, Department Education Office visits in the southern region of Haiti in 2018, four visits to press conference events, and a one-on-one meeting with the USAID Mission Director and a VIP Visitor from DC
  • Initiated the cross-sectoral programming outreach to other USAID technical offices to identify areas of potential programming with the Education team, which led to a collaboration with the Office of Humanitarian Assistance on an education and disaster risk management that developed Haiti’s first national disaster management plan in education, piloted in 26 schools, and 350 schools, serving approximately 30,000 students, received mask, visors, cleaning products, buckets, soap, and other hygiene materials from a Health Office partner, enabling a safe environment for the return to learning in August 2020
  • Restructured USAID/Haiti Education relationship with MOE technical directors from working primarily with one unit to a coalition approach, consistently working and communicating with all concerned technical offices about curriculum development
  • Worked closely with USAID Haiti Front Office on managing a highly tense relationship with one of the MOE’s units during the summer of 2018 to ensure that the students and teachers we serve receive their materials on time for the 2018-2019 academic year
  • Provided technical guidance to our implementing partners to ensure the completion of first and second grade materials, the development of third grade materials, and to improve their coordination with University of Quisqueya for Haiti’s first National Literacy Conference, their coaching support to teachers and their relationship with MOE
