  • Performs all duties of Supervisory Accounting Officer described below while serving as Budget Officer
  • Oversee budget and execution of $100M budget in Operations and Maintenance (O&M) and $20M budget in Procurement appropriations executing out of six Program Elements in both CIV-N and CIV-Y ensuring Office of Secretary of Defense benchmarks are achieved monthly
  • By ensuring the benchmarks were met each month allowed to easily defend our budget for potential future budget cuts
  • Perform and advise on funding requirements in all of the Planning, Programming, Budgeting, and Execution (PPBE) phases and systems of budget administration
  • Formulation of budget and cost estimates to support phasing plans, programs, and activities, including presenting and defending budget estimates before authorities, review and evaluate budget requests, controls, and reporting of obligations and expenditures
  • Closely monitoring funding requirement changes allowed me to reallocate funds for unfunded deficiencies
  • Analyzes financial and accounting data for trends and issues, evaluates possible causes and impacts, and advises management on recommended actions, changes, or solutions
  • As an example, I identified a trend of incorrect pay code stations on the vendors’ invoices
  • The vendors were not getting paid due to this
  • I held multiple meetings with the vendors, DFAS, and COR’s on how to identify if the pay code is correct, what to look for, and how to properly certify an invoice for payment
  • Advises financial personnel, functional users, technicians, and program directors on systems interfaces and implementation requirements
  • Provides technical, trend, and analysis advice for management decision making and evaluation of possible problems
  • This allowed me to identify trends for training opportunities or changes to Standard Operating Procedures or policy/guidance changes
  • Conducts research and determines corrective action for accounting error reports and initiates and processes correspondence to transfer charges to achieve proper accounting effect on erroneously recorded transactions
  • This satisfies internal control measures by routinely monitoring corrective action plans and milestones
  • Performs trend analysis and recommends necessary corrective actions
  • Monitors financial transactions to ensure funds are spent in accordance with financial plans.
