Provides overall leadership and direction to all local and remote staff through program supervisors and through direct supervision of front office administrative support staff. Manages and evaluates programs and operations to assure that plans are followed to meet organizational and regional objectives, goals, and strategic direction. Defines broad policy objectives of the Division to effectuate legislative, regulatory, and administrative goals, policies, and procedures with respect to asset management programs. Responding to Congressional inquiries, White House correspondence, and other requests for information from political appointees. Oversees and approves multi-million-dollar contractual obligations with lenders and owners to establish subsidies for low-income residential multi-family homes. Responsible to development policy pertaining to the day-to-day administration of staff programs. Directs the development of criteria, instructions, and guidelines to achieve the goals and mission. Develops and implements systems to maximize productivity and monitor on-going staff work, to determine the adequacy of that work. Responsible for Human Resource personnel management resourcing and personnel management actions including within-grade increases, promotions, and disciplinary actions. Executes personnel hiring boards and recommends selections. Provides staff development and allocates or reallocates resources required to meet the Agency's mission. Provides oversight of technology and logistical resource allocation, distribution, and advancements. Directs the development and implementation of training curricula for use by Field staff with respect to the program and operational jurisdiction of the Division. Coordinates reimbursable contract training activities for divisional staff. Finds and implements ways to eliminate or reduce significant barriers to work production, promote team building, and improve business practices. Establishes and maintains effective internal and interagency partnerships with high-level counterparts within the organization, local counterparts, and agencies, to further mutual goals and cross-program goals and initiatives. Performs all duties independently in a hybrid telework environment providing consultation to the Regional Director, Headquarters leadership, and numerous political appointees i.e. the Deputy Secretary of Housing and Urban Development.
