    • I hold knowledge of Federal, departmental or agency, and local contract laws, regulations and procedures applicable to the acquisition and contract administration of extensive or unique equipment and services. With this knowledge base I could:
    • 1) Analyze a Requiring Activity's Procurement Request which allows me to determine the proper type of contract, contracting method to be used, as well as selection factors to achieve the desired product or service.
    • 2) Determine an appropriate strategy and place a Request for Proposal solicitation posted to the Federal Business Opportunities website.
    • Managed bidding process and award of purchases and delivery orders for construction contracts.
    • 3) Familiarity of commercial and industrial business practices (e.g., subcontracting of raw materials or services and use of cost analysis techniques) is sufficient to identify sources, analyze cost and pricing data and contract proposals, as well as evaluate the offers for responsibility contained within the selection factors.
    • 4) Once proposals are received the analysis of cost and pricing for each is done to help determine the best value for the Government.
    • 5) The rationale for the Governments negotiation strategy is written in a business clearance and presented to a peer group board for concurrence.
    • 6) Once the strategy is approved negotiations will begin with the intent of achieving a contract that will meet the Government's needs.
    • Negotiated optimal contract terms and conditions to lessen business risk and maximize financial objectives.
    • Along with being a Contract Specialist I was also the Quality Focal Point (QFP) for the Contracts Department. As the QFP my responsibilities include:
    • (a) Serving as the single point of contact on Quality Management System matters for their Department/Division;
    • (b) Serving as their Department's/Division's representative on the Crane Division Quality Team;
    • (c) Communicating quality policy matters within their Department;
    • (d) Coordinating and assisting Departments/Divisions in responding to issues requiring corrective/preventive action And verify implementation of that action;
    • (e) Coordinating the development and maintenance of Department /Division level Quality Management System, Quality Plan and applicable instructions;
    • (f) Coordinating the response to incoming Product Quality Deficiency Reports within the Department /Division;
    • (g) Assisting QMO in the scheduling of quality evaluations and coordinating quality evaluations within the Department /Division;
    • (h) Assisting managers and supervisors in the implementation of Quality Management System elements, policy and objectives;
    • (i) Interfacing between the Calibration Laboratory and the equipment managers for Out of Tolerance Notices (OTN).
    • (j) Advising project managers in the preparation of project quality plans.
    • (k) Performs at least one (1) formal Division self-assessment of the Quality Management System per year.
