Leveraging my extensive expertise in HIE operations, I was recruited to:

• Develop and compose solution design documents for implementation use cases
• Act as a Subject Matter Expert (SME) consultant, defining best practices for both the development and implementation of the solution.

• Oversaw the management of a diverse remote team while guiding technology for the largest public Health Information Exchange (HIE) in the United States.
• Managed all aspects of information technology, including development, engineering, and data strategies.
• Architected a new Clinical Event Alert system to enhance patient care for stakeholders.
• Defined and implemented FHIR, Bulk FHIR, and new RESTful APIs to facilitate secure access to Healthix data.
• Led the recruitment, mentored and collaboration with the new Director of IT, resulting in an uptime exceeding 98% for all production servers.
• Formulated and implemented a comprehensive Healthix-wide logging system for patient data governance.

• Oversaw the development team and collaborated with clients to develop customized architectural solutions that catered to their specific requirements and preferences for improving patient accessibility and implementing alert systems.

• Championed the design and implementation of enhancements to NYCHHC’s syndromic surveillance data model in Ensemble while optimizing performance and minimizing disk space footprint.

• Conceptualized and constructed a Zen-based application framework that enhanced the Ensemble Management Portal.

• Directed the project for a clinical portal utilizing the Ensemble platform.

• Designed and configured Spectra’s Ensemble 2008 cluster on Red Hat Linux.

• Engineered back-end billing applications that included a multi-server database replication solution. Worked in conjunction with product development teams to design effective data models for the Arbor billing analysis systems.

• Led a team of twelve GIS analysts in developing innovative applications. Developed successful bids for contracts totaling over $3 million.

• Performed procurement, evaluation, and installation of computer hardware and software.

• Pioneered the development of a graphical user interface (GUI) for Arc/Info.
