RESPONSIBILITIES: Provide expert level contracting and technical advice and management advisory services to project managers, program managers, and upper management on all aspects of acquisitions and procurements, for a wide variety of items to include specialized services. Responsibilities include contract development and contract monitoring for the major RTC service contracts. Develop performance work statements and other contract documentation, e.g., data elements, sole source justifications, independent government cost estimates, evaluation criteria, and determinations and findings, for various types of contracts and procurement actions. I provide decisions and recommendations that significantly affect the content, interpretation, or development of complex policies related to our contracts. Perform in-depth research of procedures, policies, and regulations to provide technical advice to management and project managers. Serve as the Contracting Officer’s Representative (COR) on the $500 million RTC Wide Engineering and Support Services (RWESS) contract.
REQUIREMENTS DETERMINATION: Determine the requirement needed that accomplishes the agency mission. Establish in-house capability, prepare preliminary specifications, performance work statements, recommend delivery requirements, and secure the availability of funds. Formulate the contract requirements package transmitting the data to the contracting agency. Provide assistance in developing specifications, complex performance work statements, evaluation criteria, procurement method, and the appropriate contractual arrangement for specific technical requirements. Assignments involve complex functions and processes that cross command and organizational lines. Assist the contracting agency in the procurement process to develop an overall plan to obtain desired results in the most economical, timely, effective, and efficient manner. Analyze difficult contracting issues to create alternative solutions to assure compliance with the proper terms and conditions of the contract as well as the Federal rules and regulations. Review all procurement packages for accuracy and compliance within the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Military Standards, and Army Regulations. Develop independent government cost estimates (IGCE) based on financial market analyzation, market research, products and quantities, and highly sophisticated techniques and forecasts.
CONTRACT PREPARATION: Establish the appropriate type of contract vehicle through substantive analysis. Knowledge of various types of contracting methods and types of contracts. Proficient knowledge in the use of Research and Development type contracts with thorough evaluation of all relevant business, price, and technical factors required for meaningful source selection. Determine quantities to be procured, examines complex technical specifications to select the appropriate contract type. Responsible for establishing the parameters for cost-plus fixed-fee type contracts for complex engineering services, major weapons systems testing, and scientific studies involving extensive technical expertise and subject matter experts. Determine the appropriate level of effort require for each contract. Determine the allowability and allocability of costs based on substantial reviews. Support the development of procurement documents to include performance work statements, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
CONTRACT MANAGEMENT: Manage all contractual aspects involving coordination of a contract holders with indefinite delivery indefinite quantity (ID/IQ), cost-plus-fixed-fee (CPFF), level of effort contracts that require long-range planning. Track the capacity of funds to make sure contract obligations are accurate. Provide updates to the multiple tracking systems on a continuous basis to ensure reporting and auditing has accurate information for analysis. Analyze contract performance and makes recommendations for revisions as projects proceed through the acquisition life cycle. Collect quantitative and qualitative data in significant areas related to procurement and contract operations. Analyzes data and formulates conclusions based on contract performance, current goals and objectives, and possible impacts on the acquisition program. Plans, coordinates, and conducts conferences with appropriate personnel to assure compliance with, and full understanding of all contractual requirements. Provide intensive efforts to ensure proper funding management due to the multitude of funding requirements.
PRE-AWARD AND POST-AWARD PHASES OF CONTRACTING: Assist in the preparation of the solicitation, evaluating, negotiating and awarding of contracts commercial businesses. Communicate formal advertising sufficient to solicit bids to procure a variety of requirements ranging from services to construction. Identify small business concerns to help achieve our agencies established goals. Create the solicitations and request for proposals in accordance with the FAR and DFARS. Issue the solicitations and request for proposals to potential vendors to include both large and small business contractors. Execute negotiation techniques to obtain best value for the Government.
CONTRACT ADMINISTRATION: Perform pre-award and post-award functions for various services. Participate in acquisition planning to contract close-out. Prepare written acquisition packages, verify funds are available for use, solicit offers and bids, evaluate proposals for adequate cost and pricing data, and award contractual instrument. Utilize both negotiated and sealed-bidding acquisition procedures to determine best value to the Government for a variety of contracts, such as fixed-price and cost-reimbursement. Perform contract administration to monitor groups of multiple award task order contracts (MATOC) holders by analyzing funding capacity, incentive provisions, and other cost and price provisions.
AWARD AND ADMINISTER CONTRACTS AND EXECUTE TASK ORDERS: Review all procurement packages for accuracy and compliance within the FAR and DFARS. Verify funding is available for use and is allocated properly for contract obligations. Able to modify standard contracting procedures and terms to solve a variety of contracting problems. Work is procured to support the operation of multiple installations and other agencies to achieve organizational goals. Extensive understanding to procure technical services and complex requirements involving continuous contractual changes. Assist in implementing complex contracts using multiyear labor intensive contracts. Help to create effective contracting solutions for changes in technical requirements, designed concepts, or FAR policy and regulation deviations during the course of the contract. Communicate with a variety of specialists, managers and other officials to resolve complex issues, answer questions and provide critical information regarding a specific procurement.
