Adjusts taxpayer accounts; prepares and issues manual refunds; performs multiple credit transfers; and computes tax, penalty, and interest (including restricted interest). Secures payment of delinquent taxes and filing of delinquent returns. Recommends lien and/or levy action, including supporting information for release. May serve as a technical advisor, OJT coach, classroom instructor, or reviewer; provides technical assistance on systemic problems and inconsistencies in IRMs. Knowledge of individual and business tax law, the IRM, the IRC, IRS collection techniques and enforcement actions, regulations, practices, tax forms, notices, bills, and other documents to identify the nature and scope of problems or issues, make appropriate adjustments to accounts, and advise the taxpayer of options available for meeting tax obligations. Knowledge of available on-line systems, research materials, technology, and tools to resolve the taxpayer’s inquiries. Collects delinquent taxes and secures delinquent returns from taxpayers who have not resolved their obligations in response to prior correspondence or other contact. Conduct interview with taxpayers (and/or his or her representative). Employ investigative process to collect delinquent taxes and securing delinquent tax returns. Taxpayers at this level normally include individuals with relatively large gross income from diversified sources; self-employed professionals, medium sized partnerships and corporations. Also involved in this matter are retail, manufacturing, construction, wholesale, and other businesses as well as smaller businesses with valuable or unusual assets. Counsel’s taxpayers on his or her tax filing problems such as, deposit and payment obligations, actions needed to bring taxpayers into full compliance. Provide guidance and service on a wide range of financial problems to assist the taxpayer toward a positive course of action to resolve tax issues. Assist taxpayer representative in developing strategies to resolve all delinquencies. Employ appropriate actions to retrieve balance due. Explain to taxpayer his or her rights, IRS policies and procedures. Furnish instructions and evaluate issues presented by taxpayers, practitioners, and IRS employees. Customer service is based upon learning, interpreting, applying IRM policies, procedures, regulations, court decisions, state, local laws, and various Titles of the United States Code. Resolve account discrepancies and responds to taxpayer and practitioner requests. Conduct interview with taxpayer (and/or the representative) with the purpose of securing complete financial information and assessing the taxpayer's ability to pay outstanding tax obligations. Reviews taxpayer information to determine action and processing requirements. Examines original/other documents for completeness. Codes and prefects tax return/documents; receives, records, sorts, batches, associates, controls, stages, collects, mails, extracts, and distributes incoming/outgoing work.
