Under the direction of the Correctional Administrator, Office of Internal Affairs (OIA) and indirect supervision of the Chief Deputy Administrator (CDA) and the Deputy Director, OIA, the Allegation Inquiry Management Section (AIMS) Captain supervises a team of approximately six Correctional Lieutenants (Investigative Lieutenants) who manage investigative caseloads of complex and sensitive offender grievances alleging staff misconduct. The Captain’s duties include, but are not limited to: training newly assigned Investigative Lieutenants in a classroom setting, traveling to regionally assigned prisons to train and assist the Investigative Lieutenants, accompanying new or underperforming staff in the field, accompanying them during complex reviews, reviewing and editing offender grievance investigation responses, returning responses for correction, identifying inadequate investigations, recommending specific additional investigative work, providing phone consultation and assistance to investigators, identifying problem trends and updating training and policy updates accordingly, identifying problem trends and providing reports to the CDA,OIA and hiring authorities, authoring and updating policy/procedure, facilitating outside vendor training, provide and receive input from hiring authorities regarding AIMS investigators’ performance/conduct and recommend staffing changes where appropriate.
Under the direction of the Correctional Captain, OIA, Allegation Inquiry Management Section, and the indirect supervision from the AIMS Chief and OIA Deputy Director, the Correctional Lieutenant (Inquiry Lieutenant) performs specific duties including, but not limited to: assisting in screening offender grievances for AIMS criteria; developing an inquiry plan; scheduling and conducting interviews; completing concise, objective, and accurate inquiry reports, and tracking inquiry activities and stages of the offender inquiry from assignment to final submittal via manual and electronic logs and data bases. Complete offender grievance inquiries for the AIMS Chief or designee’s signature, consistent with the rules and regulations outlined in the California Code of Regulations and the Department Operations Manual. The incumbent will be proficient in the interpretation and implementation of current departmental policy as it relates to CDCR operations, policies, and procedures. The Inquiry Lieutenant conducts research on and inquiry into offender grievances involving CDCR employee misconduct allegations, conducts employee complaint analysis, and prepares memorandums and inquiry reports. Coordinates and completes special assignments related to proposed policies and procedures, program evaluation, training, and communication with executive and management staff in various CDCR divisions and outside entities, ensuring unbiased, objective, efficient, timely and thorough inquiry responses.
