Director, Maryland Corps Program

  • Challenge & Scope: Lead the design and early implementation of the Maryland Corps program, which engages Marylanders 18 and older in full-time service and workforce development opportunities throughout the state.
  • Served as Interim Chief Financial Officer responsible for three annual budgets, state and federal grant awards, payment processing, procurement, operations, and human resources.
  • Lead program development from law enactment to 275 full-time members serving Maryland in less than six months and 600 members in year two. Year one had a nearly unprecedented retention rate of over 80%.
  • Maryland Corps has proven to be one of the largest registered apprenticeship programs established in the US in 2023-2024. More than 80% of Members were concurrently enrolled in a registered apprenticeship with the US Department of Labor.
  • Create system of support to help members navigate opportunities and challenges during their service year, through bi-weekly success coaching.
  • Lead the design and implementation of monthly in-person professional development offered three times monthly – topics include financial management, job readiness, civic engagement, public speaking and more.

  • Challenge & Scope: Built and led new Office of Grant Administration to conduct pre-award risk assessments, grantmaking, grant closeouts, and financial grants management for $800M in grant funds annually and ~$800M in one-time American Rescue Plan Act funds.
  • Ensured delivery of consistent, high-quality experience for applicants and grantees throughout entire grant life cycle from pre-award to grant closeout. Represented agency to 2,000+ applicants and grantees annually; addressed grant management and administration questions via virtual and in-person monthly trainings. Led team of 30 with 5 direct reports. Selected to serve as Acting Chief / Deputy Chief, Program of Operations on ad hoc basis.
  • Established and led Office of Grant Administration to advance agency’s mission and ensure rigorous stewardship of taxpayer dollars. Managed $800M in annual grant funds representing ~3,000 grants awarded each year.
  • Led agency’s adoption revised 2 Code of Federal Regulations: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and served on White House Office of Management and Budget’s Interagency Workgroup for federal grants management.
  • Designed, implemented, and led process to provide 100+ grantees with cost share relief due to pandemic-related impacts. Leveraged nearly $800M funding influx from American Rescue Plan Act grants.
  • Responsible for key 4-year Strategic Plan outcomes to strengthen financial stewardship of federal grant funds, lower agency / grantee risk and noncompliance, reduce barriers to access, and minimize future audit issues.
