Summary

In my present position, I am assigned to the Information Technology Division (ITD) of the Michigan State Police (MSP). I serve as a Departmental Specialist 13, and as the subject matter expert and main point of contact for the Criminal Justice Information Center (CJIC) in project oversight, existing systems support and maintenance, coordination of the overall CJIC IT ecosystem, and associated activities to advance the CJIC strategic direction. I am a collaborative, proactive, results focused Departmental Specialist with seasoned experience supporting various criminal justice applications, the criminal justice system, data analytics, and providing incomparable services to criminal justice agencies. I engage proactively with peers and criminal justice agencies to identify needs and create personalized solutions to build rapport and develop mutually beneficial resolutions. I coordinate processes among teams, senior leadership, and other departments, ensuring all process and enhancement recommendations maintain alignment with goals. I monitor existing Criminal Justice Information Center (CJIC) applications and systems and identify and initiate improvements to the CJIC IT ecosystem when appropriate.

  • Establish, administer, and evaluate CJIC project program by collaborating with CJIC managers, MSP Information Technology Division (ITD), Department of Technology, Management and Budget (DTMB) Agency Services (DTMB-AS) and DTMB Enterprise Project Management Office (EPMO) to ensure that CJIC projects are specified and following MSP and DTMB processes for project review, prioritization, and resource allocation
  • Collect and maintain data necessary to meet program reporting and evaluation requirements, and the goals of the CJIC by tracking CJIC projects (current and upcoming) and recommending approaches to improve resource management and value attainment
  • Communicate high-level project status with CJIC and ITD leadership highlighting key issues, concerns, and progress steps needing attention or action that might otherwise be lost in the daily information stream
  • Identify interactions between existing CJIC projects, upcoming CJIC projects, and CJIC systems
  • Maintain and communicate awareness of potential synergies and conflicts
  • Analyze ongoing program operations and recommend modifications of policies and procedures to meet commitments more effectively
  • Work with CJIC and DTMB-AS to prioritize business requirements needs for CJIC projects
  • Maintain prioritized list for DTMB-AS business analyst assignment
  • Communicate with DTMB-AS to improve visibility of upcoming CJIC projects (IT, maintenance, and otherwise) and ensure that they have IT resources officially requested and allocated as necessary
  • Provide follow-up with DTMB resources to eliminate roadblocks
  • Assist in completing system security plans using the Governance, Risk, and Compliance (GRC) tool, Keylight, to expedite the Michigan Security Accreditation Process (Mi-SAP) and obtaining an Authority to Operate for CJIC applications
  • Design and implement methods to ensure necessary actions to ensure new project functions as intended and meets operational needs by working with the DTMB in completing Enterprise Architecture Security Assessments (EASA), network diagrams, dataflow diagrams, connecting to/standing up servers
  • Write business requirements, test scenarios and work with the DTMB for quality assurance testing for new projects
  • Serve as project manager liaison for all new IT projects for CJIC
  • Work with CJIC section managers and DTMB business analyst to plan and schedule business requirements gathering, based on prioritization and availability
