Captain of Law Enforcement and Security

ST. VINCENT HOSPITALS
  • Company Overview: Ascension St. Vincent North Region of Indiana.
  • Founding Member of the Development Team to develop and implement a new Hospital wide Law Enforcement and Security Department.
  • Assess security threats to the hospital and assists in planning appropriate strategies and countermeasures
  • Review and analyze data and devise risk minimization programs
  • Work with Senior Leadership to ensure campus security procedures and initiatives align with the goals and objectives of system security throughout the Ascension St. Vincent Indiana campuses.
  • Develop policies and procedures to effectively lead and guide security personnel in achieving the mission and goals
  • Actively participate in outstanding customer service and accepts responsibility in maintaining relationships that are equally respectful to all.

Services Officer (GS-12)

UNITED STATES MARINE CORPS
  • Company Overview: Provost Marshal's Office (PMO)
  • I oversaw the service section of the Provost Marshal's Office
  • This section is comprised of 120 employees divided into nine (9) sections
  • The Service Section is responsible for the following services provided to the approximately 150,000 Marines, dependents, and civilian workers: base access and physical security, budget preparation and control, purchasing, human resources, supply, training of staff and officers, administrative services, vehicles, and property and weapons accountability
  • Key Results:
  • I assisted with the reorganization of the hiring process for civilian Police Officers to include board interviews and background investigations
  • I developed the process for accountability of the credentialing of all police officers
  • I was the lead for the Provost Marshal's Office participation in three Drug Take-Back Campaigns during 2011 and 2012 where several pounds of unused medications were destroyed according to the Drug Enforcement Administration's guidance
  • I was instrumental in the modernization of technology and tools used by PMO, thus providing additional capability and defense in depth
  • I was the leading force in purchasing and placing on-board video systems and license plate readers in patrol vehicles; and establishing a criminal investigations interview and interrogation room, fully equipped with enhanced audio and video recording capabilities
  • I updated the Provost Marshal's Office Special Orders and modernized the policies into standard operating procedure which codified how the department executes the myriad of laws, orders, and directives at the patrol officer level
  • I managed the consolidating of the Vehicle Registration Office with the Visitor Center resulting in a unified section responsible for all access control
  • I managed the process where PMO was able to obtain access to the National Criminal Information Center database to conduct background checks on visitors attempting to access the base
  • I coordinated with the Camp Lejeune Information Technology Office and the Business Performance Office to develop an online capability to sponsor visitors and groups aboard the base
  • This database has been briefed to Marine Headquarters C4I who is looking to expand it across the Marine Corps
  • This program resulted in shorter lines at each office which enabled the personnel in those offices to focus on those unknown individuals attempting to enter the base
  • Also, it resulted in personnel not having to get a temporary pass before getting a permanent decal
  • I worked with the Business Performance office to take over contractor access control from the base G-1 and to procure the AMAG system, to credential them and vet them prior to allowing them access to the base
  • The result of this initiative will dramatically improve security to the base by having known vetted personnel gain access to the base
  • I managed services and support for several major events occurring since 2011: 4th of July 2012 and PMO personnel party, response to destruction from a tornado that touched down in the Tarawa Terrace housing area; and response to damage from Hurricane Irene.

Assistant Chief of Police

CITY OF NOBLESVILLE
  • Company Overview: Noblesville Police Department
  • As the Assistant Chief of Police, I was responsible to manage and command all operational, budget, and logistical matters during the Chief's absence
  • During this time, I worked closely with the Mayor and City Council in planning, budgeting, and participated in media releases both by interview and presentation
  • The Chief of Police assigned me to represent the City of Noblesville and the Police Department interests to other government agencies, local businesses, and community groups
  • I also represented the Chief of Police when policy issues are discussed on issues of operational activities, discipline, litigation issues, budget, planning, personnel issues, communications, fleet management, technology, special projects and community meetings
  • The police department consists of 72 full time police officers, 12 support personnel, and 2 animal control officers
  • Key Results:
  • During this time, I was able to obtain over 2.5 million dollars in grants and equipment through Federal Programs and Corporate Support
  • Develop a multi-year plan that includes goals and operational objectives; anticipated work load and population trends; anticipated personnel levels; and anticipated capital improvements and equipment needs
  • Managed the development and acquisition of the Police Departments Computer Aided Dispatch and Mobile Data Program
  • Developed the Emergency Service Team (SWAT) and provided guidance and training for the team
  • Assisted with the development of the City of Noblesville Benchmarking Plan
  • Managed the growth of the Police Department from a 36-man department to a 70-man department
  • Managed the process of rewriting of policies and procedures to meet the police accreditation standards.

FBI Joint Terrorism Task Force Liaison

CITY OF NOBLESVILLE
  • Company Overview: Noblesville Police Department
  • The Joint Terrorism Task Forces (JTTFs) have been formed by the FBI to maximize interagency cooperation and coordination to create cohesive units capable of addressing terrorism problems within the United States
  • Thus, the Noblesville Police Department assigned me to create an atmosphere of trust and cooperation between our department and the various agencies assigned to the Task Force
  • Some of these agencies were: U.S Marshal's Office, Indianapolis Metropolitan Police Department, Indianapolis Police Department, U.S Air Marshal's, Secret Service, U.S Attorney's Office, Bureau of Alcohol Tobacco and Firearms, Internal Revenue Service and Immigration and Custom Enforcement
  • Key Results:
  • Selected to deploy to Guantanamo Bay Cuba in 2007 to interview captured enemy combatants for any information that would aid in the War on Terror
  • Selected to be a member of the U.S Attorney's Office Anti-Terrorism Advisory Council
  • Selected to be the FBI Liaison to the Jewish Federation of Greater Indianapolis
  • Managed and assisted with several secret and Top Secret international/domestic terrorism investigations

  • As the day shift commander, I supervised and managed all law enforcement activities occurring in the municipal jurisdiction and at Noblesville Schools.
  • I made day-to-day operational decisions and developed strategic plans for the patrol division.
  • Planned, managed and supervised special events that included parades, sporting events, and VIP protective details.
  • I also developed partnerships with community groups, Federal and State agencies, as well as other adjacent law enforcement organizations to enhance the safety of the community.
