Duties include: serve as the primary contact for Hennepin County for County of Financial Responsibility (CFR) for HSPHD, recommend and develop a process for resolving CFR disputes, including the creation of a new SharePoint site with clear written procedures, interact with other counties and agencies to resolve questions of financial responsibility, prepare written appeals and responses to DHS regarding CFR disputes, provide revenue analysis and monitor direct services revenue for HSPHD, preparing reports related to direct services claiming, productivity, and revenue, creating and communicating an internal process for resolving County of Financial Responsibility (CFR) issues, as well as working with subject matter experts (SMEs), supervisors, and managers, as needed. Develop and deliver training regarding new procedures or changes to procedures, analyze and interpret state level changes and make recommendations for changes to the HSPHD business model, when needed, develop and prepare reports that support revenue management for HSPHD, respond to ad hoc requests related to financial or billing related data and reports.

Highlights:

  • Billed other agencies & collected approximately $3.5 million in funds to be reimbursed back to Hennepin County.
  • Represented & defended Hennepin County in court for Financial Responsibility disputes with other counties and agencies in Mn, as well as for Child Income Fee Billing Appeals with the MN DHS Appeals Division.
