Troy Wymer

With over three decades of experience in public safety and emergency management, I currently serve as Senior Manager of Safety & Security at the LA28 Olympic & Paralympic Games. My mission is to deliver seamless security operations that align with LA28’s vision for a safe and inclusive global event. By fostering collaboration between functional areas and public safety agencies, I aim to ensure minimal disruption while integrating diverse perspectives into comprehensive security planning.

At LA28, I oversee the development and execution of venue-based security plans, acting as the primary liaison across teams and agencies. My role emphasizes operational coordination, readiness, and adherence to policies, supported by expertise gained in leading emergency response, incident command, and safety initiatives in previous roles.

• Lead emergency management initiatives within the Metropolitan Emergency Services Agency (MESA), focusing on comprehensive disaster preparedness and response. Manage successful application and implementation of significant FEMA grants to elevate departmental staffing and resources. Oversee department’s ISO certification process aimed at improving ratings and compliance standards. Authored essential operational guidelines for managing incidents of violence, civil unrest, and hazardous materials to ensure departmental readiness and safety. Delivered expert instruction on the National Incident Management System.
• Key Contributions:
• Authored successful FY2019 Assistance to Firefighters Grant proposal, obtaining $478K to further equip and train personnel.
• Directed critical community safety operations and public communications while serving as Division Chief of Fire Prevention and Investigations in 2019 and Chief Public Information Officer in 2020.
• Facilitated a major enhancement in operational capacity by securing $2.7M through the FY2018 FEMA SAFER Grant, leading to the hiring of 15 new firefighters.
• Recognized for achieving top ISO One Classification by elevating the department’s ISO rating from three to one, a testament to superior fire safety and emergency response standards.
• Developed and annually updated comprehensive standard operating guidelines that have standardized responses to varied emergency scenarios, significantly improving operational effectiveness and safety protocols.
• Contributed to professional development as instructor/presenter aimed at enhancing skills across department and other agencies.

• Collaborated with program director and director of training to design and implement large-scale USAR training and mobilization exercises aimed at enhancing readiness and operational capabilities of 200-plus member federal team. Developed strategic planning initiatives for Urban Search and Rescue incident response teams nationwide, including detailed operations within the State of Indiana.
