Duties and Accomplishments:

Strategy & Programme Quality

• Facilitate the preparation and implementation of the overall Program Strategy in line with the ZAPCD's Strategic Plan and Zambia's inclusion and disability policy
• Ensure strict adherence to MEAL system, procedures and policies for program effectiveness.
• Key member of the Country Office Leadership Team and responsible for leading and supporting the CO leadership and management initiatives.
• Manage a team of volunteers focused on the design, funding, implementation, monitoring and evaluation of programs and projects,
• Spearhead the design and implementation of Livelihoods framework strategies for PLWDs in program areas.
• Develop and/or review program tools and approaches.
• Identify and build collaborative relationships with strategic organizations, individuals and partners for PLWDs

Programme Development and Implementation

• Conduct technical review of new program opportunities and relevance to ZAPCD.
• Proposal development and business pursuit.
• Establish MEAL processes and develop integrated M&E frameworks.

Team Management and Capacity Building

• Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Program team.
• Support the recruitment of consultants,project staff, design TORs as required.
• Ensure performance management of staff reporting to this position and contribute to performance management of staff under matrix management.

External Representation, Coordination and Influencing

• Represent ZAPCD in relevant working groups, sector clusters and consortia, in the relevant coordination fora, both at National and at Local (government and district) levels.
• Maintaining good working relationships with host government officials, donors, peer agencies and other partners
• Ensure compliance with internal policies, statutory recquirements and SOPs

Monitoring, Evaluation, Accountability & Learning of projects

• Produced detailed and relevant reports for use in making business decisions.

Program Design and Development

Staff Supervision and Partner Capacity Building

• M&E Capacity strengthening for VSO Zambia, staff and partners.

• Coordinated the development of seven (7) Local Rights Programmes (LRP) program Strategies.
• Developed the M&E Framework for AAZ and training of staff/field staff in M&E.
• Supported fundraising and coordinating funding proposal writing for partners.
• Facilitated the LRP process of developing and drafting of the Malawi youth charter-2014
• Introduced the results based monitoring and evaluation (RBME) management, budgeting and planning to the partner.
