Associate Director - Federal Regulatory Relations
Director-level advocate within the Executive and Legislative Affairs (E&LA) business unit on consumer issues, numbering, and regulatory finance topics. Created presentations, wrote responses to consumer complaints, provided input, or created ex parte letters, and contributed to media requests for articles responses, or blogs for senior management.
· Skillfully strategized and managed the company-wide network platforms and product implementation of the new nationally available, 3-digit telephone code, 988, for transformative suicide prevention and mental or behavioral health assistance in the United States of America. Legislative input responsibilities include States and collaboration with internal government affairs and industry association government affairs teams.
· Led team for internal systems development related to bringing in-house the payphone dial-around call compensation mandate while antiquated, still a requirement. A compacted timeline for a major undertaking was accomplished. This is a substantial savings to the company which remains in compliance with Commission rules. I went above and beyond to assist the internal clients and the company.
· Participated in industry panels during conventions on behalf of the company. Also achieved Consumer Outreach and Awareness functions during conventions or special events attendance, including advertising in marketing materials and citing company URLs.
· Participated in Federal Communications Commission (FCC) consumer advisory committees and have served as working group co-chair.
· Advocated with internal clients by strategically having a federal mandate which led to outdated rules being removed and costs and labor being saved.
· Provided back-up data by working with an industry association which prevented the abandonment of the related rules.
· Implemented substantive reduction of incidents by an outside client that adversely affected the company due to business unit interruptions, investigations, and resolutions.
· Orchestrated meetings with stakeholders of an external client by discussing incidences of budget anomaly flagging which resulted in a noticeable reduction of incidences related to the Debt Collection Improvement Act of 1996 (DCIA). Doing so saved the company from unquantified losses of business since a company is prohibited from conducting business when a Red-Light Status occurs due to an invoice nonpayment infraction even if it is an error unrelated to the company affected.
· Successfully advocated and the Commission granted the company and all completing carriers, forbearance from their requirement of independent auditor semi-annual audits of their dial-around compensation processes and procedures including certifications to a dying outside business. This was a notable savings to the internal clients and company.
· Strategized and managed the process internally or with industry associations in requesting and filing for rulemakings to eliminate or forebear obsolete, or onerous regulations of the FCC. Some were granted. Orders on reconsideration were also requested for relief of internal clients in situations where regulations may have been misinterpreted by the Commission or were not technically possible at the time.
· Organized a major sanitization of company FCC Registration Numbers (FRNs) by identifying data objects that allowed them to be used for important business processes at a federal agency. Worked with an IT Architect to build an internal database to automate checking the FRNs to alert for issues regarding payments. Before automation, an individual would check each number manually by an individual.
· Reviewed contacts and other data points by implementing correct information which resulted in overall sanitization, cohesiveness, and details of company-wide uses of FRNs an integral component of doing business with the Commission and its Administrators.
· Performed functions as the business unit's Records and information management (RIM) liaison.
