  • The United Nations Development Program is supporting the Independent Directorate of Local Governance (IDLG), the Afghan government entity responsible for monitoring and administering local government structures, in implementing its Local Governance Project. The LoGo program’s goal is to improve subnational governance for effective public service delivery and coordination with local citizens and civil society.
  • Advised and supported the Provincial Government Office, provincial council, line ministry directorates, and other involved entities to become more informed, knowledgeable, and active participants in the provincial planning and budgeting process. Specifically, advised provincial government institutions on the application of Ministry of Finance/IDLG guidelines and operational manuals for planning and budgeting, and helped develop and produce monthly, quarterly, and annual plans. Also monitored implementation of the plans and reported to the relevant IDLG technical and sectoral directorates on findings. Developed training materials and conducted on-the-job training in planning and budgeting to all concerned staff.

NSP’s goal was to facilitate the creation of neighborhood-level community development councils (CDCs). IRC supported the Afghan government in implementing NSP.
  • Initiated the development and management of an effective M&E system for NSP, and guided field staff to become actively involved in the process.
