- The United Nations Development Program is supporting the Independent Directorate of Local Governance (IDLG), the Afghan government entity responsible for monitoring and administering local government structures, in implementing its Local Governance Project. The LoGo program’s goal is to improve subnational governance for effective public service delivery and coordination with local citizens and civil society.
- Advised and supported the Provincial Government Office, provincial council, line ministry directorates, and other involved entities to become more informed, knowledgeable, and active participants in the provincial planning and budgeting process. Specifically, advised provincial government institutions on the application of Ministry of Finance/IDLG guidelines and operational manuals for planning and budgeting, and helped develop and produce monthly, quarterly, and annual plans. Also monitored implementation of the plans and reported to the relevant IDLG technical and sectoral directorates on findings. Developed training materials and conducted on-the-job training in planning and budgeting to all concerned staff.

The goal of the $178 million program was to enhance subnational leadership representation, performance, and service delivery in the six provinces and their 21 districts. At its peak, SIKA-East employed over 650 Afghan and expatriate staff.
- As Provincial Director, managed all SIKA-East activities in Khost province, overseeing a team of 100 and working closely with local representatives of the Afghan government. Assisted team in preparing provincial and district work Plans and undertook frequent field visits to ensure quality output delivery. Provided technical, operational, programmatic, and administrative guidance to provincial staff.
- Represented SIKA-East in Khost province and built strong professional relationships with local government officials, community and religious leaders, and other stakeholders.
- Under constant threat from the Taliban and other insurgents, successfully achieved SIKA-East goals for Khost Province without suffering the death of a single employee.

NSP’s goal was to facilitate the creation of neighborhood-level community development councils (CDCs). IRC supported the Afghan government in implementing NSP.
- Initiated the development and management of an effective M&E system for NSP, and guided field staff to become actively involved in the process. Designed strategies and objectives for implementing M&E components and for adapting to changing needs and situations during the implementation of community-driven reconstruction (CDR). Actively participated in setting program direction, especially in areas related to M&E. Harmonized M&E processes and procedures across provinces. Assured and trained staff to insure complete understanding of M&E as an integral part in measuring CDR progress. Provided guidance and coordinated efforts to promote staff capacity development and improve staff skill building.
- Fostered a productive relationship and lessons-learned sharing among M&E staff and between headquarters in Kabul and the field offices.
