  • Significant projects/accomplishments… With little advance notice, set up OPNAV-wide studies program when centralized funding was provided. Program included process management, metrics and value assessment and collaborative study opportunity. In 2015, created, marketed and developed detailed execution plans replete with value assessment criteria for an organization wide executive industry engagement program. Spent the remainder of this contract period growing the program over 240%. Slowly weaned off of studies program management to a supportive role.

Responsible for N1 engagement with NPS through taking over responsibilities for the N1 Boorda chair from a retired Flag Officer. Responsible for co-management of N1 survey program. Responsible for both management of NPS student Thesis Day presentation to N1 leadership and the curriculum review of the MSA curriculum at NPS.   • Significant projects/accomplishments- Negotiated health insurance premium rates, which for 6 years were 40% below national avg. Improved by 22%/49%/41%/26% worker’s compensation coverage costs, through development and management of targeted safety programs based on incentive-based rewards. Researched, analyzed and marketed preferred choice for health care system to support national employee workforce. Through personal revamping of retail outlet truck and driver safety programs, and generating unique incentive program, number of vehicle accidents dropped from 42 in year prior to my taking program responsibility to 28 in 1998 and 11 in 1999. Insurance premiums dropped over 39% from 1998-2001. Created pay banding program saving organization over 17% in excess salary costs. Drove outstanding EEO cases from 14 and average of 5 new ones per year since 1995, to 0 during first year, and less than an average of 1 through tenure. Reengineered performance evaluation system for three different organizational functions. Created incentive-based compensation system for minimum wage employees at retail establishments. This increased first year retention by 43% and store sales by 19%. As 201K administrator, managed all compliance issues, communications, disbursements, coordinated 5500 filing and discrimination testing under ERISA guidelines. Authored investment policy statement.
