  • Served HHS as a GS-13 1102 Contracting Officer and Contract Specialist with ancillary duties as the Agency Organization Procurement Coordinator (A/OPC).
  • Senior Contract Specialist (CS) duties were to plan, solicit, award, negotiate and administer procurement of supplies, equipment, and services for IHS Headquarters programs in accordance with legislation, regulations, policies, and independent judgment.
  • Applied broad, general rules to provide advice and guidance regarding acquisition procedures to complex, non-routine purchases by Agency program officials and managers.
  • Ensure compliance with statutory contract action reporting requirements and related procurement initiatives, e.g., small business goals, high risk contract reduction, multi-sector workforce reporting.
  • Worked large or complex requirements. Total contract awards were over $200M.
  • Managed, planned, procured, administration and close out of contracts and orders for supplies, equipment, and services to support IHS Headquarters offices.

  • Prepares Contracting Officer's statements, prepares drafts of letters and furnish needed material for completion of forms used in processing and documenting the file for each procurement action.
