Summary

During my career I have worked as a subcontractor, general contractor, construction manager, project manager, estimator and an owner’s representative for a variety of projects across the United States. I have also dealt with dispute resolution and claims. All of my projects were completed and closed out with no claims or lawsuits. My goal on every project is to ensure that an owner is able to rely on the schedule and budget. I take great pride in closing my projects without any encumbrances. My experiences as a subcontractor and general contractor give me a unique ability to approach projects from both sides of the equation. These experiences have provided a wide variety of knowledge that supports estimating virtually any type of project. I am directly involved in expediting any design issues to ensure that progress on the project can continue. I work with contractors to provide solutions to an architect if possible, allowing for expedited turnaround from the architect. Having done projects across the United States for the federal government, I fully understand the importance of being able to deal with contractors and their unique personalities. Working with contractors in Hawaii is certainly different than dealing with a contractor in Mississippi. In closing, my past experience has given me a unique perspective to approach projects and view them from multiple angles. Depending on my role, I can assist owners to develop a project from beginning to the end, ensuring that their interests are indeed represented. In addition, I provide assessment/evaluation services on projects to review costs and claim assertions. With my unique background as a subcontractor, general contractor, and as an owner’s representative over a vast scope of projects across the country, I believe there is a practical approach to discovery utilizing my experiences in the various sectors of the industry.

Work History

Estimator

Mark Allan and Associates, LLC
  • My estimating experience is extensive and ranges from conceptual documents to construction documents. I have worked on projects ranging from tenant build outs to automotive plants. Working with the owner to review and assess documents in the earliest of stages to provide feasibility studies proved to be very valuable. Assessing the conceptual ideas for the project allowed for decisions to be made prior to spending money on design and/or construction documents. As an owner’s representative, I worked with the general contractor to assess the project schedule and coordinate with the architect. An owner’s representative position ensured that the interests of the owner were prioritized.

Owner's Representative

Mark Allan and Associates, LLC
01.2014 - Current
  • I have thirty-three years of construction experience. Since 2014, I have been an owner’s representative, project manager and estimator for Mark Allan and Associates. Estimating projects have ranged from schematic design to construction documents including hotels, office buildings, sports arenas, restaurants, assembly plants and numerous other types of projects.
  • My past experience has provided expertise in the following areas: estimating, project management, cost tracking/monthly financial projections, creating budgets, issuance of subcontracts, contract scope development, job progress/schedule analysis, monthly billings, project closeout, payments and overall coordination of construction activities. These duties have included the oversight of the project management staff, superintendents, and field staff (150) as well as direct involvement in project monitoring and alternative dispute resolution methods. In addition, my overall experiences include the estimating and oversight of the following self-perform trades: metal studs, drywall, custom millwork, rough carpentry, EIFS, plaster systems and light gauge metal framed structures(design/build).

Vice President of Operations/Project Executive

US Builders Group (USB)
- 01.2014
  • Prior to 2014, I was employed by US Builders Group (USB), a national general contractor, for seven years holding the title of Vice President of Operations/Project Executive. I was responsible for all projects nationally for US Builders Group, which included being the primary liaison between USB and the client (typically the federal government) from inception of a project to completion.
  • General Contractor experience extends across the United States. Projects from Hawaii to Puerto Rico, as well as many across the continental United States have provided the unique experience to work with contractors in multiple states. This experience has allowed me to be able to speak and negotiate with a variety of people, realizing that you have to be able to be flexible and accommodate the local contractors to get a project completed on time and within budget. I was the liaison between our project and the Federal Government. Approximately 30 projects were completed for the Department of Veterans Affairs. These projects involved VA cemeteries and projects ranged from $1 million up to $23 million. Our relationship and reputation gave us the ability to complete the most difficult of projects, and all were completed on time and on budget. Our goal was to complete projects and avoid any potential claims and be able to close out the project. None of these projects had any claims.
