Created National Child Support Insurance Intercept Solution that has collected $2.1 billion dollars through 2020.
Around the turn of the century, while working in the P&C insurance industry, I responded to a new Rhode Island Child Support Insurance Intercept law with a better solution than what the law originally intended. As a refresh, this law required insurance companies to check and see if a claimant owed delinquent child support and, if he did, pull the money owed from the claim settlement.
All the stakeholders thought I was crazy (at least initially) for thinking I could get everyone to agree with my change.
I had to convince Rhode Island and Federal OCSS officials (they were supporting the law's model and hoped to expand it nationally) and my trades (insurance trade associations) with my alternative. After a short pilot, I did just that as the groups agreed with my proposal. My proposal was implemented in Rhode Island as the Child Support Lien Network or CSLN.
I wrote the policy position for my trade (and most likely the industry) as they used it to successfully argue that other states should follow the same model to ensure consistency and industry support. Also, Rhode Island was the only state during that legislative cycle that was able to pass a child support law. Meaning industry participation was voluntary. A win for the industry. It was also a win for the states as it became an immediate national solution for all states that wanted to participate.
As of 2020, the CSLN solution had collected approximately $2 billion dollars [1]. All private money. The feds added language to the 2005 Deficit Reduction Act so they could copy CSLN. They called this their "Insurance Match" system. It has collected a reported $131 million [2].
Now I am trying to implement Phase 2 of my Child Support Solution by upgrading the existing HHS/OCSS Insurance Match system. It is an easy system add, and the existing laws support it.
