I have accumulated over 33 years of law enforcement experience. During my 33 years I have worked various types of assignments to include Patrol, Gangs, Narcotics, Violent Crimes, Sexual Assault, Prison Crimes, Internal Affairs Investigations, Fingerprint Analyst, School Resource Officer and Background Investigator. I have been a Field Training Officer, S.W.A.T. Team Member, Range Master and Baton Instructor. I have been a supervisor of an investigative team, I have supervised a state field office, managed all statewide field offices within a program and have been an administrator responsible for the day to day operations of all statewide field offices and programs within an agency.
As a private contractor, I am responsible for reviewing Use of Force incident packages and giving an opinion as to whether or not the involved staff utilized proper use of force techniques and make a determination if their actions were within departmental policy.
I currently hold a position as a Level 1 Reserve at the Kings County Sheriff's Office. I am currently assigned to Administration and work as a Background Investigator on a part-time basis (No more than 960 hours per fiscal year). This position allows me to maintain my California P.O.S.T. Certification. Prior to 2017, I was assigned as a gang investigator and work patrol as needed.
The duties of the Deputy Chief (DC) include, but are not limited to the following: The DC Participates in the development, implementation, and evaluation of departmental strategic and operational plans. The DC serves as a liaison and develops working relationships with federal, state and local law enforcement. The DC provides advice and consultation to the CDCR Secretary, Operations Undersecretary, OCS Chief and other administrators in the formulation of department policies and programs related to law enforcement, prison gang management, criminal intelligence, security operations, tactical response, emergency planning and management, apprehension of escapees and high level parolees at large. The DC is responsible for directing OCS activities and resources in coordination with departmental and allied law enforcement agencies in criminal investigations and operations. The DC is responsible for the tracking and reporting mechanisms that assist in identifying potential liabilities for the department and agency. The DC is responsible for the administration of criminal intelligence and analysis efforts and mechanisms to collect and analyze data from numerous sources that facilitate identification of links, trends, and individuals involved in various criminal enterprises. In addition, the DC serves as the Committee chair / Executive review relative to all uses of force within OCS and acts a s the OCS Chief in his/her absence.
The Deputy Chief reports directly to the Chief of the Office of Correctional Safety (OCS) and is responsible for the management and administration of statewide OCS units and programs that serve the broad investigative and security interests of the California Department of Corrections and Rehabilitation (CDCR). As the Deputy Chief I am responsible for 150 staff members in various sworn and non-sworn classifications located in various statewide locations.
I was responsible for managing (5) statewide Special Service Unit (SSU) field offices consisting of approximately (5) Senior Special Agents, (33) Special Agents, (10) Clerical staff, (2) Lieutenants and (11) Sergeants. I was also responsible for meeting and coordinating efforts with various state and federal law enforcement agencies. These offices are responsible conducting multi-jurisdictional criminal investigations related to inmates, parolees, their associates and the general public with emphasis on investigations involving gang members and their associates. They conduct investigations related to escapes from custody, early releases from custody, threats against staff, dignitary protection details, high risk transports and assisting with investigations conducted by the various prison investigative services units. I set organizational objectives, develop and implement strategic plans and monitor overall unit performance.
I was responsible for supervising 13 employees consisting of (4) Special Agents, (1) Correctional Lieutenant, (6) Correctional Sergeants and (2) Clerical staff. I was responsible for the day to day operations of the Fresno field office as well as monitoring the progress of on-going criminal investigations. I supervised and conducted multi-jurisdictional criminal investigations related to inmates, parolees, their associates and the general public with the emphasis on investigations involving gangs members and their associates. I conducted investigations related to escapes from custody, early releases from custody, threats against staff, dignitary protection details, high risk transports and assisted with investigations conducted by the various prison Investigative Services Units and Security Threat Group Investigators. I also was responsible for conducting debrief investigations of validated gang members and associates for both prison gangs and disruptive groups, serving search warrants and arrest warrants in the community and being a liaison with federal, state and local law enforcement agencies.
I supervised two teams consisting of (10) Special Agents who were assigned to conduct criminal and administrative internal affairs investigations. I monitored investigations, reviewed reports, monitored and evaluated performance, conducted sensitive and complex investigations, established and maintained working relationships with outside law enforcement agencies, provided training to special agents, maintained equipment inventories, ensured compliance with administrative and legal mandates, identified training needs and assisted in coordinating training activities for Special Agents, monitored case loads and statute of limitations for both criminal and administrative cases, and I kept my Special Agent-in Charge informed on all matters concerning the daily operations of the office of Internal Affairs.
I conducted complex criminal and Administrative cases for the Department of Corrections. This assignment included gathering documents, processing evidence, interviewing witnesses, suspects and staff members. I worked closely with allied law enforcement agencies, department attorneys, The Office of the Inspector General and outside attorneys representing their clients. I was responsible for preparing organized, timely, accurate and concise reports. I testified in criminal court as well as in administrative hearings.
I conducted and or participated in investigations which included, but were not limited to homicides, suicides, suspicious deaths, rape, robbery, sexual assault, domestic violence, fraudulent checks and currency, forgeries, narcotics, theft, witness intimidation, witness protection and court security. I was also assigned as a prison investigator that investigated all prison related crimes dealing with inmates, staff and civilian employees. This job included writing in-depth reports and testifying in court.
I conducted street level narcotics investigations. These investigations included working with informants and conducting controlled purchases of dugs such as methamphetamine, marijuana, cocaine, cocaine base and other illegal drugs. I participated in undercover operations and surveillance of suspects. I worked closely with the California Department of Justice, Bureau of Narcotic Enforcement, F.B.I., D.E.A., probation and parole. I interviewed suspects and witnesses as well as wrote and served search warrants. I wrote in depth reports and testified in Superior Court as a drug expert.
Field Training Officer, Department FTO Committee, Department Training Committee, and worked as a recruit training officer at the Kings / Tulare County Police Academy. I answered calls for service, responded to crimes in-progress, investigated criminal activity, interviewed witnesses, victims and suspects. Secured crime scenes, set up perimeters, collected and preserved evidence, enforced laws and testified in court.
Investigated various crimes including but not limited to homicide, suspicious deaths, rape, robbery, child molestation, assaults and thefts. This assignment included the processing of crime scenes and the collecting of various types of evidence. I was responsible for interviewing witnesses, victims and suspects. I would prepare search warrants, write reports and testify in court.

During tis time frame I also was assigned to the Kings County Gan Task Force. This was a temporary to assist with man power issues. During these few months I was responsible for the identification and investigation of gang related crime as well as write search warrants and testify in court as a gang expert.

Supervised a shop of Avionics technicians that maintained the Forward Looking Infrared and Laser Detector Tracker Systems for the McDonell Douglas F/A -18 Hornet. I received several commendations and a Honorable discharge.
