  • Design-Build Service for Hunt Point Interstate Access Improvements – Contract D900055, Bronx, NY. Assistant Office Engineer for this $450 million project that was the last phase of a three-phase project costing about $1.4 billion in total. The project will provide an additional lane to Bruckner Expressway at E. 138th St., add new entrance and exits, and reconfigure Bruckner Boulevard to make it more accessible for trucks. Work includes rehabilitation and re-alignment of Bruckner Expressway and Bruckner Boulevard between Barrett Street and Whitlock Ave, the replacement and re-alignment of the Sheridan Boulevard northbound and southbound ramps, and replacement of pedestrian bridge at Bryant Avenue. Work included demolition of four bridges, drilled shafts and micropile foundations, bridge concrete substructures and rehabilitation of concrete substructures, overhead rehabilitation of structural steel, installation of new bridge bearings and bridge joints, replacement of concrete bridge deck, blasting and painting existing structural steel, highway lighting improvements, placement and installation of overhead highway structures (cantilever overhead sign structures), T-walls and MSE walls, and other GRSS walls for embankment, full depth PCC pavement, full depth asphalt mill and fill asphalt, replacement of concrete medians and side barriers, drainage improvements, water main and fire hydrants, and upgrading sidewalk ramps to ADA standards. Additionally, new Park and Ride facility with 24 new EV charging stations was built underneath the new bridge. All elevated work was completed and opened to the public on time and ahead of schedule.   • Design-Build Service for Hunt Point Interstate Access Improvements (D900047), Bronx, NY. Assistant Office Engineer for independent access between the Hunt Point Peninsula and Sheridan Boulevard and the Bruckner Expressway and address structural and operational deficiencies. Major items included new ramps and ramp replacement and rehabilitation, pedestrian bridge replacement, replacing existing superstructures, substructure related parapet structures (such as railing, lighting, and sidewalk), bridge rehabilitation replacement and widening, construction of a shared-use path for pedestrians and bicyclists, and intersection improvements with pedestrian access components and milling and resurfacing. Ms. Aguilera’s responsibilities included assisting the Office Engineer in entering concrete cylinder breaks and concrete slump and air entries into the Site Manager and LIMS software, checking certified payroll for the contractor and subcontractors against the EBO and against the prevailing wage rates schedule and notifying the contractor of discrepancies and follow up; updating the EBO for certified payroll status and sending update to SEJV, updating the contaminated soil disposal with daily submittals of manifests, reviewing in pre-account for Amtrak and CSX MURK-3 RNs and getting them approved and signed; updating subcontract CCA-2 and insurance logs based on new documents submitted by SEJV; filling all checks including WZTC, matching BRs received by Region 11 Materials against the concrete delivery tickets for each pour; updating the folder for the concrete curing information received by the inspector; filing concrete tickets and concrete placement summaries the received at the Field Office; preparing B/C checklists in the monthly utilization report; sending information to EBO software and related reports including prompt payment reports; noise monitoring log/light meter reading log; keeping records of concrete and orders for materials needed at the field office and job site; checking affidavits for wage against closure schedule to confirm correctness; and updating the staff qualification matrix. The project was completed ahead of time and under budget and was awarded the 2022 ACG New York State Excellence in Partnering Award for Informa Partnering.   • Resident Engineer Service for Kew Garden Interchange Infrastructure and Operational Improvements, Phase 4 (D900043), Queens, NY. Assistant Office Engineer for independent construction inspection services for quality control of this $366 million design-build contract which included traffic movement along the Grand Central Parkway, Van Wyck Expressway, Jackie Robinson Parkway, and the connecting ramps between these roadways and Union Turnpike. The improvements eliminated conditions from on-ramps, mitigated weaving condition between adjacent roadways, and improved vertical clearance and stopping sight distance. There were six total bridge replacements, a new ITS system, traffic signals, highway lighting, and signage and a shared sidewalk/pedestrian path to eliminate crossing ramps. Ms. Aguilera was responsible for acting as Assistant Office Engineer in charge of the civil rights requirements for the project utilizing the EBO program for this task; monitoring the inspector’s reports, submittals, job correspondence, and LYMS program for the reporting in Site Manager; completing site inspections and concrete testing. The project was awarded the ASHE New York Metro 2021 Project of the Year and the ASCE Construction Achievement Project of the Year and was honored for Quality Control by the Municipal Engineers of the City of New York.
