Summary

I am a highly-qualified Criminal Investigator, experienced in several key areas that include: financial investigations, narcotics smuggling, human trafficking, bulk cash smuggling and commercial fraud. I have been a Special Agent with HSI McAllen for ten years. Prior to my service with HSI, I was a U.S. Border Patrol Agent in San Diego, California. I have spent my nearly 17 years of federal law enforcement experience on the Southwest Border of the United States. In addition, having been born and raised on the South Texas border, I have a deep understanding and appreciation for the culture and the dynamics that impact the rest of the country.


I am a native speaker of the Spanish language who possesses excellent communication skills. I have developed and maintained a long list of professional relationships with several domestic and foreign counterparts. I pride myself in being known as a fair and professional agent when dealing with unruly offenders and problem situations. I am highly effective at interviewing offenders and witnesses.


My ability to communicate effectively has benefited the communities we as an agency serve in South Texas. For almost ten years, I have routinely participated in community outreach events. I often speak to large groups of students about the dangers of drugs, the importance of making right choices in life and about the many intrinsic rewards that come with serving as an HSI Special Agent. In addition, I have made presentations to community leaders, alongside other federal agencies, about the HSI mission.

I am responsible for conducting long-term investigations into violations of law; conducting interviews of suspects/witnesses, preparing written and oral reports and utilizing various law enforcement databases.

  • In 10 years, as a case agent, I have approximately 97 successful criminal arrests/indictments/convictions as well as approximately 81 administrative arrests.
  • During those 10 years, being part of the HSI McAllen team has allowed me to assist with hundreds of other investigations and arrests throughout the country.
  • My experience has ranged from being the case agent on a bulk cash smuggling case involving 13 arrests and the seizure of $3.2 million dollars to several controlled deliveries of narcotics.

Maintaining liaison with other law enforcement officials.

  • I often work directly with officers from local police departments, CBP Officers at the various ports of entry and other federal agents with the FBI, DEA, IRS, etc...
  • I have developed a good working relationship with the Procuradura General de la Republica (PGR).

Initiate and manage several drug trafficking, human smuggling and money laundering investigations.

  • Conduct multi-jurisdictional investigations to identify and dismantle international drug cartels.
  • Interview subjects, targets and witnesses for information verification and corroboration.
  • Analyze and evaluate information to determine the appropriate course of criminal prosecution.
  • Conducted debriefings for arrested subjects to obtain information pertinent to investigations.

Develop, research and disseminate intelligence to HSI and other agencies

  • Recruit and manage confidential informants
  • In 2013, I worked alongside the FBI and an HSI Confidential Informant that was able to gather intelligence that led to the confirmation of the death of a U.S. military member in Matamoros, Tamaulipas, Mexico.

HSI McAllen's Secure Document Custodian

  • I work directly with our counterparts at SOU/SOD to collect and report intelligence to HSI McAllen Special Agents.
  • I interpret the reports for agents and assist them in furthering their investigations.

  • Successfully completed the twenty-week training at the Border Patrol Academy, which consisted of Immigration, Nationality, Criminal, and Statutory Law, as well as Spanish.
  • In addition, the training covered Operations, Methods of Arrest, Firearms, and Open hand defense techniques.
  • Duties as an Agent included the daily detection and apprehension of illegal immigrants entering the United States by means of responding to sensor activity and/or sign cutting.
  • Often times these duties were performed alone and during night time hours in a dynamic environment that required on-the-spot decision-making.
  • Duties also included the routine task of preparing records of inadmissible/removable aliens, presenting subjects for prosecution, re-instating orders of removal, and transporting illegal immigrants.
