Dr. Mbengue holds a doctoral degree of Education in Organizational Leadership, a master’s degree in applied economics, a master’s degree in business management, with over 20 years of international business management experience spanning the USA, Africa, and the Middle East. He served as the principal adviser for United State Agency for International Development (USAID) in Senegal on the promotion of trade and investment. He was instrumental in the development of programs that increased export and foreign direct investment, and provided advice on necessary trade and investment policy reforms. As a global market analyst for General Motors Global Headquarters, he contributed to the elaboration and execution of GM’s global strategy in utilities and crossover segments. He also contributed to the formulation of the African Union strategic plan, participated in the needs assessment of the New Economic Partnership for Africa’s Development program (NEPAD), which laid the foundation for African Union 2063 Agenda.
