  • As a Supervisory Transportation Security Inspector (STSI), I manage a team of Transportation Security Inspectors (TSIs) within the TSA’s Regulatory/Compliance department at Seattle Tacoma International Airport.
  • I oversee and manage the day-to-day security operations and routinely act in the capacity of Assistant Federal Security Director for Inspections (AFSD-I) in his absence.
  • I review and approve complex investigations of alleged security violations of Title 49 Code of Federal Regulations (49 CFR) Parts 1540 Civil Aviation Security, 1542 Airport Security, 1544 Aircraft Operator, 1546 Foreign Air Carrier Security, 1548 Indirect Air Carrier Security and 1549 Certified Cargo Screening Cargo Program.
  • I provide guidance to TSA leadership to address diverse, complex issues impacting the transportation industry.

  • As a lead inspector, I was responsible for identifying and responding to security violations and potential violations by airports, domestic aircraft operators, foreign air carriers, indirect air carriers and certified cargo screening facilities relating to cargo.
  • I often acted in the capacity of Supervisory Transportation Security Inspector (STSI) in his absence.
  • I conducted comprehensive and supplemental inspections of regulated entities involving transportation security.
  • I routinely performed tests and audits assessing security vulnerabilities and validated and inspected security processes, procedures systems and equipment.
  • I engaged in security programs related to civil investigations involving alleged or suspected violations.
  • I planned and conducted complex investigations of alleged security violations of Title 49 Code of Federal Regulations (49 CFR) Parts 1500 to 1550.
  • These investigations required interview, research, data analysis, document review, and surveillance work.
  • In addition, I have reviewed and analyzed several security reports, generated incident reports, and Enforcement Investigative Reports (EIRs).
  • I have conducted several in-depth reviews of critical areas such as the perimeter, access control, critical infrastructure, fire and EMS, law enforcement and CCTV.
  • I have trained and supervised others in the above responsibilities to include approving the reports of my colleagues and organize outreach programs to educate airport personnel and regulated entities.
  • As an inspector, I conducted the Seattle Tacoma International Airport’s (SEA) Man Portable Air Defense Systems (MANPADS) and the Joint Vulnerability Assessment (JVA) Task Force at Seattle-Tacoma International Airport (SEA) and Bellingham International Airport (BLI).
  • Both assessments are conducted in conjunction with the Office of Security Assessments (OSA) and Federal Air Marshal Service (FAMS) at TSA Headquarters.
  • When conducting the MANPADS assessments, I acted as the liaison between the Assistant Federal Security Director for Law Enforcement (AFSDLE) and the Federal Air Marshals Service (FAMS).
  • This annual assessment was to evaluate and revalidate the existing MANPADS Potential Launch Areas (PLA’s) in proximity to the Seattle airport, enhance the awareness of local personnel and educate officials in the procedures utilized by the U.S. Transportation Security Administration.
  • The purpose of the JVA is to reduce the risk of attacks and mitigate the consequences of an attack on our nation’s airports and civil aviation system.
  • The data gathered allowed the team and I to point out possible security weaknesses and share best practices to mitigate security vulnerabilities.

  • As a former (TSA) Security Manager I was responsible for Federal Security Screening operations for passenger transport.
  • I was the liaison between the Deputy Assistant Federal Security Director for Screening and the Screening staff.
  • I had the daily task of ensuring that the screening workforce had the latest security and intelligence information concerning Civil Aviation Security.
  • Serving in the capacity as technical expert on screening procedures from time to time, I was required to conduct independent on the spot audits to ensure the screening workforce was following all security plans and regulations.
  • I managed and facilitated training programs and conducted limited regulatory activities to include discovering and preventing threats to transportation security.
  • I have assisted in research and development activities related to enhancing safety in aviation security.
  • I conducted daily briefings with screening personnel to facilitate the screening process and safeguard all airport facilities.
  • With my knowledge of Federal Regulations such as Security Directives (SD), Standard Operating Procedures (SOP), and Aviation Operations (AVO), I was often called upon to discuss technical and legal issues pertaining to the implementation of new TSA policies.
  • I have led several projects and investigations.
  • For example, I was asked to revamp the breach procedures after Seattle/Tacoma International Airport went through a major check point redesign.
  • These procedures included the Breach Protocol, Checkpoint Opening and Closing Procedures, Breach Checklist, and Mock Drills Testing.
  • After conducting a series of tests with the cooperation of the Port of Seattle, TSA, and Air Carrier Management, I prepared a comprehensive written report that highlighted the best-practice to help accomplish the mission.
  • I was elected as the TSA’s Employee of the Year 2005 for Seattle.

  • As a former Assistant Security Inspector employed by the Federal Aviation Administration (FAA) I was responsible for identifying and responding to security violations by passengers, air carriers and airports.
  • I was required to have a thorough working knowledge of the rules and regulations that control all aspects of Aviation Security such as: Title 49 Code of Federal Regulations (49 CFR) Parts 1540, 1542, 1544, 1546, 1548 and the Air Carrier Operation Standard Security Program (AOSSP) and the Model Security Program (MSP).
  • I used these regulations to perform impromptu inspections of checkpoint personnel and to provide oversight and support to various screening locations.
  • This included doing limited investigations and writing fact-finding reports to ensure compliance.
  • I conducted surveillance activities, developed investigative plans and executed individual personnel interviews which dealt with reports of alleged violations.
  • I then initiated corrective action measures after finalizing my reports which included forwarding documentation to my supervisor detailing suggested investigative measures and whether an Enforcement Investigative Report (EIR) would be required.
  • I also organized outreach programs to educate the regulated entities and airport on security and intelligence information concerning Civil Aviation Security.

Flight Engineer/Instructor Loadmaster USAF

  • As an Evaluator/Instructor Flight Engineer and Loadmaster USAF for thirty-three years, I was considered a technical expert on aircraft systems, procedures, and the duties of loadmasters.
  • My primary duty was the transportation of troops, equipment, and hazardous cargo.
  • Having an operational knowledge of Air Force Inter-Service Manual 24-204 for Hazardous Cargo, the Air Mobility Command Handbook 11-214 and Air Force Joint Instruction 11-204 for aircraft carrying hazardous cargo allowed me to inspect all hazmat cargo to ensure it was properly packaged, labeled, and marked prior to being transported with no violation of the Security Directives.
  • I computed and completed aircraft weight and balance documentation.
  • During this time, I accomplished over 7500 mishap free flying hours to include 3000 hours of combat and combat support time while operating in high tempo and often very stressful environments.
  • Serving as Assistant Chief of Aircrew Standardization/Evaluation Program (STAN/EVAL), I evaluated and instructed flight engineers/loadmasters in all aspects of C-130, C-141A and C-17A aircraft operations, procedures and command regulations while advising the chief of training squadron/unit of progress.
