Most recently, as a lead and subject matter expert running the language Access Program, I am responsible for monitoring and contract management of the relevant contracts within the Language Access Program within Washington State Contracts and Procurement (C&P) Division. In this role, I provide expert level technical, research, and guidance to procurement staff, leaders, customers, and supplier partners ensuring compliance with state laws, policies and executive orders regarding interpreter and translation services. I oversee the agency’s language access policies, programs, activities, and contracts within the agency, the purchasing agencies, and the vendor community to facilitate use, implement improvements, and solve emerging issues. My duties also include developing and maintaining program guidance, manuals and training materials, developing and conducting program training and presentations, and providing technical assistance to internal and external stakeholders. As an additional resource, I host monthly meetings to answer questions, connect with other purchasers and get to know their needs around these contracts. This helps build relationships between state agency language access programs.

As a Contract Specialist at The City of San Diego, my responsibilities included opening, negotiating, recommend contract award, administer and terminate various types of public works contracts. I assisted in the successful award of the City of San Diego’s largest Public Works construction contract for the West Mission Bay Drive Bridge a FEDERAL FHWA funded contract (Solicitation No. K-18-1472-DBB-3), in the amount of $110,742,985.00. Also, as a subject matter expert on Contracts within the City of San Diego I was invited on multiple occasions to be a presenter at the Public Works Project Management Academy (PMA), Construction Management Academy (CMA), and managing the City of San Diego’s Job fair booths during special events.

Management Analyst, Program Lead - Language Access Program

Interpreter services procurement research, analytics, and development of requirements/improvements on contracts:

  • Analyze policies, laws, rules, and regulations relating to interpreter and translation services, including ongoing knowledge of relevant collective bargaining agreements.
  • Analyze and evaluate interpreter and translation services from other State Agencies and other state contracts.
  • Analyze and evaluate interpreter and translation services Master Contracts.
  • Conduct research, business analysis, and develop requirements for interpreters and translators on state contracts of various scopes (ASL, in person, over the phone, video remote, etc.).
  • Provide professional and technical subject matter expertise and guidance for developing, writing, implementing, and overseeing policies and procedures having statewide impact to the program and the impact
  • Provide expert level Subject Matter Expert for interpreter and translation services procurement solicitation projects.
  • Perform as lead to plan, design, develop, write, schedule, implement, evaluate, and improve on-going training relating to program modifications needed to ensure the Language Access contracts are in compliance with state and federal guidelines.

Serve as point of contact to provide customer service and vendor management:

  • Lead multi-disciplinary project development team using process improvement strategies and including working with State Agency (DSHS, HCA, LNI, DCYF) staff to determine improvements to interpreter contracts.
  • Monitor interpreter and translation contract vendors performance, including direct communication with Contractors’ administrators, customer service managers, and staff to ensure performance.
  • Understand the customer’s needs and identify vendor opportunities.
  • Demonstrate, develop, and train DES staff on relevant cultural competencies in the language access community.
  • Develop statewide interpreter scheduling and use training and tools:
  • Design training curriculum including training materials, conduct training, and assess success of training.
  • Lead and facilitate trainings using multifaceted approaches including virtual platforms for purchasers for the Departments’ statewide interpreter and translation services contracts.

Serve as a Division and Team Resource on language access reports:

  • Oversee production of the Language Access Report to the legislature.
  • Represent DES and the state on major, substantive, and innovative language access program methods and related law.
  • Represent DES at community forums and meetings, and prepare, present, recommend and report to external stakeholders which may include DES leadership, the Governor’s office, Office of Financial Management, WFSE, LAP Union, the Legislature, healthcare providers, local and state agencies, contractors, consultants, and community organizations.
