  • Serve as Program Analyst supporting Office of Research and Development's (ORD) Executive Resources Program (SES, SL/ST, and Title 42) and ER Program Manager in all related areas, both day-to-day operationally and in program analysis, support, advice, and design
  • Work requires a great amount of data/information gathering, research, analysis, and presentation of findings, solutions, recommendations, and/or options
  • Operational day-to-day work includes assisting or managing recruitments, details, reassignments, performance planning, Title 42 salary negotiations, and awards
  • Develop and provide counsel in the development/design of human capital strategies for Executive Resources in areas such as strategic workforce planning, succession planning, and knowledge transfer due to pending retirement of senior-level staff or transition of leadership, etc.
  • Develop, design, and provide counsel on ER policies and procedures, including addressing solutions to complex problems, particularly as they relate to Title 42

  • Required expertise of ORD’s programs and infrastructure, human capital operational programs and policies, and workforce management program analysis and design skills
  • Directly supported the development of ORD’s response to the OPM Human Capital Audit
  • Developed a corrective actions template to identify critical elements and support in developing related corrective actions and target dates
  • Provided support to the Division Director in the response letter to OPM
  • Created work groups for each element and developed a process to hold assignments and groups accountable to the timelines
  • Designed processes to allow appropriate feedback to ORM management on status of corrective actions
  • Designed and conducted a comprehensive risk management study that identified various workforce risks that would create a staffing risk in the future and briefed management, including senior management, on the various risks and issues. This study is to be used throughout the organization

Accomplishments

  • Program Management: Developed, piloted, and implemented Executive Hiring Panels for all Executive recruitments that was praised by EPA Administrator and eventually utilized in other Offices in the Agency.
  • Program Management: Managed the Congressional request of the National Academy of Sciences (NAS) audit on ORD's use of the Title 42 Hiring Authority.
