FEMA PUBLIC ASSISTANCE CLOSEOUT, COVID-19 (10/2024 – 12/2024)

Client: Oregon Department of Emergency Management (OEM)
Role: Consultant

• Creates closeout packages for the applicant that houses all of the required documentation that FEMA needs for review.
• Identify project closeout needs and relay all missing information to the applicant so it can be retrieved.
• Assists in the facilitation for the closeout of FEMA PA projects.

FEMA PUBLIC ASSISTANCE RECOVERY, TROPICAL STORM HELENE (DR-4832-TN) (10/2024 – PRESENT)

Client: Tennessee Emergency Management Agency (TEMA)
Role: Team Lead

• Assists TEMA with the delivery of the FEMA PA program.
• Coordinates applicants and FEMA to provide guidance on project delivery phases.
• Facilitate various grant functions throughout all phases of recovery, including a grant application, awarding, modifying, monitoring, and close out.
• Engages with local/county/state governmental jurisdictions and provides oversight and project management of approved Public Assistance projects.

• Assigned to the New York State (DHSES) contract assisting in closing out large projects from DR 4085 Hurricane Sandy
• Have closed out numerous large and complex projects totaling over $20,000,000.00 so far
• Reach out to applicants and explain the closeout process regarding supporting documentation for their claims
• Validate supporting documentation and compiles all of it into a closeout package as well as create a cost summary and final inspection report write up that goes to FEMA
• Have completed a couple of progress payments for the state (reimbursement requests from applicants prior to closeout)

• Addresses issues and responds to inquires from applicants, sub-grantees, federal, state and local government agencies and officials regarding the PA Grant Program as it relates to closeout of projects and disaster accounts
• Sets up and maintains PA applicant and sub-grantee applications and corresponding documentation (physical and electronically)
• Monitor status of applicants and sub-grantees' files to assure that they are in accordance with federal program regulations and timelines, to include tracking and correspondence with applicants for closeout
• When needed, prepare analyses regarding appeals, FEMA determinations, and applicants project requirements such as Scope of Work Changes, Improved and Alternate Projects and version requests
• Actively working on closing Large projects for 5 open disasters in SC
• Have made a huge impact in regards to closeout, as SCEMD has never had a closeout specialist before; I have met my goal of closing 12 or more projects a month while pushing even more than 12 to FEMA for review each month

• Worked with a team of 8 that has managed 6 multi-jurisdictional federal disasters with over 250 projects, totaling up to $60 million through documentation management and technical assistance in project management to various applicants
• Routinely help with financial record-keeping in accordance with federal guidance by monitoring payments for multiple applicants
• Frequently coordinate and collaborate with federal, state, and local agencies
• Was a part of the state-wide response for DR 4420 which has been historically declared as Nebraska's 'hardest hitting' disaster
• Was tasked with helping write hazard profiles in the 2019 NE Hazard Mitigation State Plan
