  • Served as the Engineering Technical Lead for major technical proposal evaluations and Overhead Should Cost Reviews (OHSCR), providing recommendations to the Cost & Pricing SES Director and Senior Management.
  • Evaluated and approved waivers, deviations, and complex engineering change proposals in support of DoD contracts.
  • Provided engineering consultation to Senior Management on complex technical problems associated with contract management and surveillance of major engineering systems.
  • Led the Contract Management Office outreach team assessing pricing efforts and providing technical recommendations of multi-million dollar programs across several military platforms in support of contract negotiation positions.
  • Served as Technical Lead for Commercial Item Determination, evaluating contractor's commerciality assertions.

  • Developed and managed statements of work for multiple contract actions and Military Interagency Purchase Requests for government support contractors in the amount of $3M.
  • Briefed the SES, Admirals, Program and Deputy Program Managers of the business and contracting strategies that support contract award and provided the risk assessment associated with the procurement of the largest US Coast Guard fleet of ships.
  • Developed the Independent Government Cost Estimate (IGCE) for ship assets, briefed to SES, Admiral, Program and Deputy Program Managers.
  • Developed the Request for Proposal for the largest US Coast Guard Fleet of ships which includes the technical requirements and specifications including all electrical and mechanical systems, RADARs and radio communication systems.
  • Managed the development of the Government Furnished Equipment (GFE) schedule for each ship asset.
  • Managed the completion of the technical evaluation of proposals to support negotiation and contract award of the Cutter including providing an evaluation and interpretation of Earned Value Management (EVM) of the presented accounts.
  • Led a team of non-supervisory employees by scheduling, assigning and evaluating work performed for accomplishing the prioritized deadlines of delegated work through developing and implementing strategic planning processes and metrics.

  • Maintained all technical databases as a Contracting Officer’s Representative (COR) for accurate reporting of data deliverables and contract correspondences to ensure timely receipt based on contractual requirements, the Integrated Master Schedule and that all deliverables with technical issues are resolved via negotiations with contractor and government representatives.
