Publications Specialist skilled in streamlining legislative document production and enhancing communication across diverse teams. Demonstrates a strong capacity to manage complex projects while ensuring strict adherence to deadlines, significantly supporting the goals of the Legislative Counsel and Assembly.
Provide word processing services and technical expertise in creating, preparing, updating, and publishing legislative documents and publications for the Office of the Legislative Counsel and the Legislative Assembly, in addition to user support for the Office of the Legislative Counsel. The members of the Legislative Assembly, the Legislative Counsel, LC attorneys, parliamentary staff, legislative committee staff, state agency staff, supervisors, and other members of the management team are generally the recipients of the Publications Specialist’s work product in order to further the values, missions, and goals of the Office of the Legislative Counsel and the Legislative Assembly.
1) Publications - General:
• Prepare legislative documents in a variety of formats for Legislative Counsel staff and customers.
• Format and manipulate electronic documents to meet legislative form and style requirements.
• Troubleshoot formatting problems.
• Manipulate complex coding.
• Integrate text from various directories and formats.
Assist with the processing and entry of chapter numbers from the Senior or Supervising Publication Specialist.
2) Publication Projects: Assist with project assignments, which vary widely in nature, complexity, and duration.
These projects include: a) Legislative Publications: Assist with the electronic production of Oregon Laws, Oregon Revised Statutes, and Legislative Counsel specialty publications, including the Criminal Code of Oregon. b) Assist with the electronic production of agency publications, including the Oregon Vehicle Code, by interagency agreement.
c) Annotations: Assist with the electronic production of the publication.
d) Legislative Counsel Manuals: Assist with the maintenance of manuals that document the legislative drafting, editing, and docket systems.
3. Legislative Counsel is in the middle of a multi-million-dollar, multi-year Document Publishing and Management System (DPMS) project to examine our business processes and replace our legacy technology systems
The Publication Specialist position will be asked to work with Information Systems (IS) staff and vendors to analyze and document processes, refine requirements, and assist in designing, building, testing, and implementing the new solution.n.
During legislative sessions and Oregon Revised Statutes publishing cycles, responsible for:
• Acting as liaison for Publication Services to House and Senate Desks to sign for and receive work orders such as introductions and engrossings.
• Maintain docket databases ensuring all work orders are entered with due dates
• Prepare and deliver folders for Legislative Counsel staff and Desks.
• Monitor unit workload on Legislative Counsel (draft) and legislative (printed measure) dockets to ensure that all required documents are delivered on time.
• Communicate effectively with House and Senate Desks to ensure required documents are being handled correctly.
3) User Support.
Provide continuous computer support for Legislative Counsel attorneys and Publication Services staff.
• Troubleshoot computer problems and alert others as appropriate when major problems arise.
• Provide instruction on LC computer programs of new unit staff members as assigned.
• Perform routine equipment maintenance.
• Track work daily (during session) and as needed (during interim) in Publication Services ensuring deadlines are met in delivering work back to Legislative Counsel Attorneys.
• Considerable knowledge of techniques involved in the publication of a variety of productions.
• Downloading and sending user reports for the Legislative Counsel staff. These are used to track workflow, status reports, docket reports and sponsor listings.
• Advanced knowledge of DW370 Mainframe and Oracle Docket; ability to teach others.
4) Special Projects.
Special projects include the following:
• Use desktop publishing software for custom assignments.
• Assist in efforts to evaluate and test software for custom LC applications.
• Participate in meetings with desks and print plant regarding printing schedules.
• Assists in coordinating interviews with prospective employees & future applicants, reviewing applications and completing the hiring process; maintains confidential files on prospective employees.
• Advance use in Graphic Design Programs (such as InDesign) to create and design covers and spines for Oregon Revised Statutes publishing cycle.
• Organize documents and workflow to help with smooth office transitions.
5) Miscellaneous:
Other duties as assigned by Senior Publications Specialist, Supervising Publications Specialist, Publication Services Manager or Legislative Counsel.
• Convert files from mainframe to various formats for uploading to Legislative website and public viewing.
• Being a part of the Office Planning Committee for office reconfiguration.
• Integrate texts, find information from other state’s online legislatures to convert into legislative counsel’s software applications.
• Prepare all working measures for the Senate and the House of Representatives.
6) Interpersonal:
Ability to establish and maintain effective working relationships with parliamentary staff and fellow employees.
• Participate in meetings with house and senate desks, IS, distribution and print plant regarding printing schedules.
• Ability to communicate with publications department in an efficient manner.
• Display a professional working attitude and demeanor within legislative branch offices and outside agencies.
7) Public Work.
• Ability to work in an environment where all work is shared and edited through multiple stages in the office & through multiple legislative agencies.
• Ability to maintain a positive disposition with coworkers and outside agencies under heavy deadline pressure.

• Answering phone calls while covering administrative front desk to help answer and direct calls to Oregon Law Library or appropriate attorneys; general knowledge of Oregon laws and current bills.

• Publication Specialists and Legislative work product will be scrutinized by law makers, lobbyist, press and public.
