  • The Office of Border Patrol (OBP) was tasked nationally with assisting Customs and Border Protection (CBP), Office of Internal Affairs (OIA) to expedite the investigative process in regards to entry level intern Background Investigations (IBIT).
  • In its formative stage, the Laredo Sector comprised a team of agents and a supervisor to conduct portions of the initial background investigations for the aforementioned interns.
  • I was selected as the unit Supervisor/Team Leader by the Assistant Chief Patrol Agent (ACPA) assigned this dexterity.
  • In addition to the investigative process as it relates to the individual BI case assignments, I was the Sector BI case manager.
  • Upon receiving the case load from OIA, I reviewed the packet and assign the case load to the team of investigators.
  • Furthermore, I reviewed the final submitted product paying strict attention to detail and completeness.
  • Moreover, I created a case load management system both in electronic and hard-copy form as a system of checks and balances.

  • The Laredo Sector DISRUPT Unit is an intelligence driven, plain-clothes enforcement arm of the Laredo Sector Border Patrol, dedicated to actively seeking out alien smuggling organizations (ASO) and disrupting their illicit activities.
  • In its infancy, the Laredo Sector DISRUPT Team, under my tutelage, has actively sought out ASO figureheads and has been instrumental in the dismantling of the individual organizations.
  • The DISRUPT Team identified organizational weaknesses and exploited them creating chaos within its ranks.
  • This was achieved by using surveillance tactics and sources of information (SOI) within the organization or from outside sources with direct organizational knowledge, to gain plausible intelligence information concerning ASO activities, pick-up points, staging points and routes for furtherance.
  • Once sufficient evidence is compiled, it is used to secure indictments for arrest and successful prosecution of violators.
  • In addition, the DISRUPT Unit has assisted local, state and federal law enforcement entities in serving arrest warrants of fugitive violators with great success.
  • Laredo Sector DISRUPT is frequently called upon to serve in this capacity.
  • Upon arrest, a multitude of fugitives re-arrested had additional charges levied against them for other violations based on intelligence research, conducted by DISRUPT.
  • Furthermore, the DISRUPT Team is called upon by the stations within the Sector to conduct surveillance measures for specific operations hosted by the individual stations.
  • In forming this team, I have used the knowledge and experience I have gained as a supervisor and my Special Operations tenures to lead my subordinates to success.

  • In the capacity of SBPA, I was assigned to the Laredo Sector Evidence Team (SET).
  • My primary duty was the investigation of Management Inquiry Integrity Assurance (MIIA) cases of varying complexities.
  • I was also responsible for the timely execution and submission of related case reports and findings of those cases to the Office of the Chief Patrol Agent.
  • I was frequently called upon to make field visits to investigate allegations of misconduct against service employees and other related offences contrary to established Service practices and protocols.
  • I also responded to critical incident scenes to evaluate the situation, gather evidence, record data, and interview potential witnesses and execute informational reports to senior management officials in the interest and preservation of the Service mission.
  • During my 27 month tenure, I have investigated and remanded approximately 60 cases to the deciding official.
  • This includes an in-depth and complex administrative investigation in the Havre Montana Sector involving several agents implicated an on-duty shooting incident with a casualty.
  • Additionally, I assisted my assigned investigative partner(s) in their respective assigned cases for approximately 105 cases collectively, during my tenure with the Laredo Sector Evidence Team.
  • I have interacted and I maintained close liaison contacts with a multitude of local, state and federal agencies in the performance of my assigned duties, namely the Office of the Inspector General (OIG), the Office of Personnel Responsibility (OPR) and Customs and Border Protection Office of Internal Affairs (CBP/OIA).
  • I have successfully completed ICE/OPR/AIT Management Inquiry Training in Glenco, Georgia; Wicklander and Zulawski Investigator's Training and the Texas Department of Public Safety Crime Scene Investigation School.
