Secured $760,000 Blight Elimination Program (BEP) grant from Indiana Housing and Community Development Authority (IHCDA). Currently working on the former-Golden Casting Foundry site where a new LIHTC project (60 two- and three-bedroom units) is scheduled to begin construction in March 2015. Manage Community Garden Program; managed Downtown Banner Program; managed local Property Tax Abatement Program; managed preparation of Community Housing Needs Assessment; managed spring and fall neighborhood cleanup/green-up campaigns; consultations with other Departments including Planning and Redevelopment; prepared and execute comprehensive neighborhood revitalization strategic plans; facilitated city support for LIHTC projects; developed local public policy for concentrated code enforcement and tax abatement for distressed residential areas; met and advised neighborhood organizations on a variety of issues and initiatives; facilitated the meetings of the Mayor’s Advisory Council on Housing and the Environmental Coalition; mange professional service contracts for the Community Development Block Grant Program and brownfield initiatives; manage the City’s brownfield assessment program; provided research and recommendations to the Mayor, Board of Public Works and Safety and Common Council on various public policy issues and decision-making; in collaboration with local professional consultants, planned, applied for and implemented various grants and aid—CDBG, CDBG-DR, OOR, BEP, brownfield assessments, et cetera; communicated with and reported to Federal and State agencies and officials.

  • Due to a change in mayoral administrations, accepted a position focusing on housing related issues. Responsible for administration/implementation/management of the City of New Albany Neighborhood Stabilization Program (SE-Midtown NSP), the Mid-town Owner Occupied Rehabilitation Program; the Emergency Repair Program; Repair Affair Program; weatherization through the EECBG Program; and City of New Albany Community Development Block Grant (CDBG) Program. Responsible for underwriting applications for LIHTC applications submitted for developments proposed in New Albany, including commitments for local financial assistance. Completed background work and study design for a comprehensive housing strategy for the city of New Albany, including the entire market continuum from homelessness to public housing to affordable housing to market rate housing. This strategy included the following elements: a viable plan to redevelop New Albany’s public housing stock in the post-HOPE VI environment, utilizing LIHTCs and RAD (Rental Assistance Demonstration); the creation of a Downtown market rate housing loan program; a rental housing registration program; a vacant property registration program; and the creation of a market rate acquisition/rehabilitation program utilizing the 203k homebuyer mortgage guarantee program; attended the 2012 Community Progress Leadership Institute (Abandoned Properties) at Harvard University; and worked with the Indiana Association for Community Economic Development to facilitate legislative changes to Indiana’s Land Bank statutes.

Managed and provided personnel oversight for several departmental budgets with a combined professional and support staff of 14 individuals. Major accomplishments during this tenure include but not limited to: directed development of a New Albany Center-City Homeownership Strategy; secured the $6.7 million Midtown NSP1 Project; secured $525,000 owner-occupied housing rehabilitation grant for Midtown; developed funding streams including local match for a $35 million thoroughfare upgrade program; initiated a concentrated code enforcement program in the Midtown Neighborhood; developed funding strategy for the final phases of New Albany’s portion of the Ohio River Greenway; facilitated with non-profit partners the development of a bona fide “dining district” in Downtown New Albany; administered the Downtown/Riverfront Liquor License Program; implemented the restoration of the New Albany Riverfront Amphitheatre; secured $1.7 million EDA Grant for the development of public infrastructure for the Grant Line West Industrial Park; facilitated the approval and award of LIHTC for the Tannery Commons Senior Housing project; authored the New Albany Bi-centennial Commission Ordinance; in process of developing a strategic plan and funding for several New Albany Bicentennial projects including the Bicentennial Book, the Vintage Fire Fighters Museum, the Bicentennial Park and the Farmers Market expansion project; expanded the Scribner Place Redevelopment Plan to include the River View Project; directed the Charlestown Road Corridor Annexation Study, Plan and Ordinance; assisted in the development of the strategy and plan for the SR 111 Relinquishment Funding Project; facilitated the application for LIHTC for reuse of the Reisz Building for the Legacy at Riverside Senior Housing project; developed the strategy to amend the $1.6 million SAFER Grant for retention of New Albany Firefighters; directed the City’s $165,000 Energy Efficiency and Conservation Block Grant including preparation of A Vibrant New Albany: Energy Audit Program; facilitated the expansion of Kemper Foods International through a $3 million CDBG-DR grant from the State of Indiana; facilitated the expansion of Globe Mechanical through the disposition of the old City Garage property; developed a drainage improvement strategy and funding for the redevelopment of the Wesley Chapel property on State Street; directed the preparation of a strategy to address deferred maintenance issues; facilitated occupancy of the Purdue Technology Center by WindStream, Inc., and CACI, Inc.; developed a funding strategy, including grants and aid from EDA, to assist the Purdue Foundation’s plan to expand its facilities at the Purdue Technology Center, developed a funding strategy for the renovation of the State Street Parking Garage; and established the Charlestown Road Corridor Revolving Loan Fund.
