  • Acted as Environmental Manager for the Giant Mine Remediation Project the from 2018 to 2020 and has hired and currently leads a team of environmental professionals as the Environmental Regulatory Manager since 2020 overseeing environmental compliance of a $4 Billion dollar mine remediation project at the Giant Mine.
  • Responsible for managing all aspects of environmental compliance including regulatory approval requests, implementation of environmental compliance monitoring programs, the large scale management of highly contaminated and hazardous wastes, management and protection of several species at risk on the site.
  • Acts on behalf of the Government of Canada in communications and non-compliance reporting with Regulators such as the Mackenzie Valley Land and Water Board, ECCC, GNWT - ECC, Canadian Wildife Services and Fisheries Canada
  • Develops environmental compliance specification for inclusion in design and tender documents.

Hazardous Materials Specialist, Giant Mine

  • Parsons was responsible for decontamination of 10 large industrial buildings that made up the Roaster Complex at Giant Mine
  • Hazardous materials included more than 3,000 cubic m of arsenic trioxide (dust and hard scale), hydrogen cyanide, asbestos, polychlorinated biphenyls, and low-level radioactive waste
  • Work included providing technical oversight of building decontamination activities, managing hazardous waste, and developing and maintaining a comprehensive air monitoring program
  • Daily inspections were conducted to identify and quantify the various hazardous materials and to ensure they were handled, removed, and containerized according to applicable regulations
  • The air monitoring program included monitoring abatement work inside contaminant enclosures for worker protection and ambient monitoring at the perimeter of the work area to protect the public
  • Abatement air monitoring was conducted daily and included collecting stationary area samples, occupational samples on workers, and confirmatory samples upon completion of abatement work
  • Ambient air monitoring for asbestos, arsenic, and dust was conducted daily outside the abatement enclosures and at the perimeter of the work area
  • All air monitoring results were reviewed, compared to action limits, and reported daily
  • Caroline developed required plans for permitting and approval, including decontamination, deconstruction, waste management, dust control, environmental protection, and spill response plans
  • She communicated with the client and various other reviewers to finalize approvals prior to beginning work; tracked and prepared numerous required submittals by their due dates; developed an air monitoring program, conducted an investigation for air dispersion modelling of the contaminant plume; assisted with development of a waste management program, and tracked hazardous waste; assisted with procurement and change management; assisted in development and maintenance of an arsenic medical monitoring program including coordinating sample collection, analyzing data, assessing potential sources of exposure such as dust, diet, and hygiene; and conducting an investigation of biological exposure index exceedances and determining required mitigation measures.
