INTERVIEWERS RESPONSIBILITIES
• Obtain demographic information from the defendant (i.e. defendant’s legal name, any aliases, social security number, home address, mailing address, prior residence information, overall residence stability, age, DOB, sex, race, offenses currently charged with, date of arrest, current employment, marital status and stability, military service, mental health status, alcohol and drug use, abuse and/or involvement in treatment, and references).
• Create a new case and enter the defendant’s information into AIMS.
• Verify all information obtained from the defendant using multiple applications to include, but not limited to CCIS system, NCIC/FCIC database, Polk Integrated Case Management System (PICS) and other approved investigative methods.
• Review defendant’s pretrial release status during the interview process and report any prior open cases of defendants who are out on bond, pretrial release, misdemeanor or felony probation to the court via the First Appearance packet.
• Upload any open case sheets to the PCSO SOMA website.
• Pursuant to A.O. 2-49.9, any defendant that meet the following criteria such as, career offender, sexual offender, sexual predator, Violent Felony Offender Special Concern (VFOSC) they are to be held NO BOND until FAH. In SOMA select not cleared and state the reason.
• The Interviewers are responsible for preparing, completing the required forms which are: FAH Recommendations, Arrest Documents, FAH Deft report, PTR Order, Case History which entails PICS, CCIS and Judicial Inquiry System (JIS).
• Attend FAH during on the weekends, holidays, or when needed. This includes making recommendations, verifying all documents are accounted for and correct.
• Complete recommendation, judicial decision in AIMS for defendants placed on PTR during FAH. Upload forms: FAH recommendation, Arrest Docs, Victim Comment Sheet (VCS), Victim Letters and Open case sheets.
• Perform related duties as required by the Supervisor, Program Manager, or Division Director.
• The Pretrial Interviewers will assist the Court Program Specialist with First Appearance Hearings making sure the folders are accurate and complete.
• If an inmate is arrested on new charges, and is currently on Pretrial, Interviewers are to email CS_Pretrial with inmate’s name and book-in number.
• ****VITAL INFORMATION****Any staff members who create folders and attend FAH hearings on the weekends and holidays are held accountable to verify that all the defendant information in the FAH folder is accurate and complete. This is to ensure that the court can make a well-informed decision. Staff members who fail to put accurate information in the folders, disciplinary action will be taken.
COURT PROGRAM SPECIALIST RESPONSIBILITIES
• The program specialist attends FAH during the week. That Officer must make sure he or she is prepared to make PTR recommendations to the Judge. This requires that all the appropriate paperwork is in order and in the right folder prior to the hearing. The program specialist is expected to make the recommendations based on facts and appropriate investigations, not on his or her feelings regarding a defendant's personality or personal feelings regarding certain offenses. The same accountability applies to the Court Program Specialist as it pertains to the PTR Interviewers. They are required to make sure all information in the FAH folders are accurate and complete. Failure to do so will result in disciplinary action.
• After FAH, prepares all orders and emails to classifications, booking clerks, and PTR Staff.
• Complete recommendations, judicial decision and add case numbers if available for those defendants placed on PTR during FAH. Upload forms: FAH recommendation, Arrest Docs, Victim Comment Sheet (VCS), Victim Letters and Open case sheets.
• Cases released on Pretrial will then be changed to JAIL status by the Court Specialist during FAH. If not, the involvement will be closed. If the Court Specialist is out, the Secretarial Staff will handle the responsibility.
• Sends referrals to Problem Solving Court, and other outside agencies.
• Victim letters are completed and uploaded into SharePoint.
• Emails recommendation, open case with PTR conditions and warrant with PTR conditions to SAO, PD and Judges. Also, sends copy of FAH list to Judges/JA prior to FAH.
• Prepares Order Regarding PTR if deft is arrested on a new law violation.
